Non-Aligned Movement in the statement circulated on November 18, 2011 expressed its deep dissatisfaction and concern about "selective submission" of the IAEA Director-General Yukiya Amano report to some member states and called it against the principle of equality of all countries.

The full text of the statement comes as follow:

Mr. Chairperson,

1. The Vienna Chapter of the Non-Aligned Movement wishes to thank the Director General, Mr. Yukiya Amano, for his report on the Implementation of the NPT safeguards agreement in the Islamic Republic of Iran as contained in document GOVl2011/65.

2. At the same time, NAM wishes to reaffirm the importance of Director General reports being issued in a timely manner. The late issuance of reports results in Member States having to prepare for meetings of the Board of Governors under significant time constraints.

3. Before expressing its comments on the Director General's Report, NAM would like to reiterate its principled positions on the matter:

a. NAM reaffirms the basic and inalienable right of all states to the development, research, production and use of atomic energy for peaceful purposes, without any discrimination and in conformity with their respective legal obligations. Therefore, nothing should be interpreted in a way as inhibiting or restricting the right of states to develop atomic energy for peaceful purposes. States' choices and decisions, including those of the Islamic Republic of Iran, in the field of peaceful uses of nuclear technology and its fuel cycle policies must be respected.

b. NAM recognizes the IAEA as the sole competent authority for verification of the respective safeguards obligations of Member States and stresses that there should be no undue pressure or interference in the Agency's activities, specially its verification process, which would jeopardize the efficiency and credibility of the Agency.

c. NAM emphasizes the fundamental distinction between the legal obligations of states in accordance with their respective safeguards agreements, as opposed to any confidence building measures undertaken voluntarily and that do not constitute a legal safeguards obligation.

d. NAM considers the establishment of a nuclear- weapons-free-zone (NWFZ) in the Middle East as a positive step towards attaining the objective of global nuclear disarmament and reiterates its support for the establishment of such a zone in accordance with relevant General Assembly and Security Council resolutions.

e. NAM reaffirms the inviolability of peaceful nuclear activities and that any attack or threat of attack against peaceful nuclear facilities -operational or under construction -poses a serious danger to human beings and the environment, and constitutes a grave violation of international law, of the principles and purposes of the Charter of the United Nations, and of regulations of the IAEA. NAM recognizes the need for a comprehensive multilaterally negotiated instrument prohibiting attacks, or threat of attacks on nuclear facilities devoted to peaceful uses of nuclear energy.

f. NAM strongly believes that all safeguards and verification issues, including those related to Iran, should be resolved within the IAEA framework, and be based on sound technical and legal grounds. NAM further emphasizes that the Agency should continue its work to resolve the Iranian nuclear issue within its mandate under the Statute of the IAEA.

g. NAM stresses that diplomacy and dialogue through peaceful means as well as substantive negotiations without any preconditions amongst the concerned parties must remain the means whereby a comprehensive and lasting solution to the Iranian nuclear issue is found.

4. NAM stresses that the issue of non-proliferation should be resolved through political and diplomatic means and that measures and initiatives taken in this regard should be within the framework of international law, relevant, conventions and the United Nations Charter.

5. NAM takes note that the Director General has stated once again that the Agency has been able to continue to verify the non-diversion of declared nuclear material in Iran at nuclear facilities and locations outside facilities where nuclear material is customarily used (LOFs) as declared by Iran under its Safeguards Agreement.

6. NAM welcomes the clear distinction made by the Director General between obligations emanating from Iran's Safeguards Agreement and other requests by the United Nations Security Council. In this regard, NAM notes that the Director General has stated in his report that "Iran is not implementing a number of its obligations" emanating from relevant provisions of the United Nations Security Council resolutions. NAM recalls that the Director General has previously reported lran's assertion that some of the Agency's requests "had no legal basis since they are not falling within Iran's Safeguards Agreement", an assertion elaborated by Iran in Document INFCIRC/810 as well. NAM encourages Iran to enhance its cooperation with the Agency to provide credible assurances regarding the absence of undeclared nuclear material and activities in Iran in accordance with international law.

7. NAM encourages the Secretariat to continue to refrain from including extensive technical details pertaining to sensitive proprietary information in the report of the Director General.

8. NAM welcomes the continued cooperation between the Agency and Iran as elaborated in the latest report of the Director General, and in this regard, notes the following:

a. That Iran has declared to the Agency under its Safeguards Agreement, 15 nuclear facilities and 9 LOFs, and that the Agency continues to verify the non-diversion of declared nuclear material at these facilities and LOFs.

b. That the activities of production of nuclear material, particularly those related to enrichment, continue to remain under the Agency's containment and surveillance and that to date, the Fuel Enrichment Plant (FEP) in Natanz and Pilot Fuel Enrichment Plant (PFEP)have been operating as declared.

c. That the Agency has confirmed that the Fordow Fuel Enrichment Plant (FFEP) corresponded with the design information provided by Iran, that the facility was at an advanced stage of construction, and that Iran and the Agency agreed on a safeguards approach for FFEP. The results of the environmental samples taken at FFEP up to 27 April 2011 did not indicate the presence of enriched uranium.

d. That the Agency has continued to monitor the use and construction of hot cells at the relevant nuclear facilities in Iran, and confirmed that Iran is not conducting reprocessing activities in any of the facilities declared under its Safeguards Agreement.

e. That Iran has provided the Agency with access to the IR-40 heavy water reactor at Arak, at which time the Agency was able to carry out a design information verification (DIV). The Agency verified that the construction of the facility was ongoing, and that the coolant heat exchangers had been installed. According to Iran, the operation of the IR-40 Reactor is planned to commence by the end of 2013.

f. That the Agency also carried out an inspection and a DIV at the Fuel Manufacturing Plant (FMP), and confirmed that Iran has started to install some equipment for the Tehran Research Reactor (TRR) fuel fabrication.

9. NAM notes the standing requests by the Secretariat for further information regarding the design and scheduling of the construction of new nuclear facilities, and continues to encourage Iran to provide design information regarding its nuclear facilities in accordance with its full-scope safeguards agreement with the Agency.

10. NAM notes that the Director General mentioned in his report that he reiterated to Iran his position regarding the need to take steps towards the full implementation of its Safeguards Agreement and its other relevant obligations, in order to establish international confidence in the exclusively peaceful nature of Iran's nuclear program. NAM recalls that Iran responded by extending an invitation to the Deputy Director General for Safeguards to visit its nuclear facilities and that the question of the possible military dimensions of Iran's nuclear program was discussed during that visit. NAM welcomes such invitations, and that Iran as a confidence building measure, has provided the Agency during the visit with access to:

a. An installation where research and development (R & D) on advanced centrifuges was taking place, as well as extensive information on its current and future R & D work on advanced centrifuges.

b. The Heavy Water Production Plant (HWPP) for the first time since 2005, at which time the Agency observed that the HWPP was operating.

11. While noting the DG’s concern regarding the issue of possible military dimension to Iran’s nuclear program, NAM also notes that Iran has still not received the documents relating to the "alleged studies". In this context, NAM fully supports the previous requests of the Director General to those Members States that have provided the Secretariat information related to the "alleged studies" to agree that the Agency provides all related documents to Iran. NAM expresses once again its concerns on the creation of obstacles in this regard, which hinder the Agency's verification process. NAM recalls that the Director General previously reported in document GOV/2009/55 that:

a. The Agency has limited means to authenticate independently the documentation that forms the basis of the alleged studies.

b. The constraints placed by some Member States on the availability of information to Iran are making it more difficult for the Agency to conduct detailed discussions with Iran on this matter.

12. In light of the aforementioned obstacles, NAM requests further clarification on the methodology adopted by the Agency in arriving at its assessment as contained in paragraph 42 of the report.

13. NAM welcomes the will of Iran "to remove ambiguities, if any'', as well as its suggestion that the Deputy Director General for Safeguards (DDG-SG) should visit Iran for discussions aiming at the resolution of matters. NAM notes the reply by the Director General, indicating his preparedness to send the DDG-SG to "discuss the issues identified" in his report to the Board of Governors. In this context, NAM welcomes the continuation of this positive dialogue and cooperation between Iran and the Agency.

14. NAM requests clarification from the Agency for not incorporating Iran's comments on all the new information in this report prior to its official release.

15. Bearing in mind the Agency's responsibility in protecting safeguards confidential information, NAM remains concerned by recurring incidents of leakage of such information that, in the absence of adequate corrective measures by the Agency, calls into question the credibility of its regime for the protection of safeguards confidential information.

16. NAM welcomes Iran's resolve to continue cooperating with the Agency, and still looks forward to the safeguards implementation in Iran being conducted in a routine manner. In this context, NAM encourages the Agency and lran to continue engaging substantively without delay for the purpose of providing clarifications regarding the issues identified in the report, with a view to the prompt resolution of these issues in accordance with the Work Plan on "Understanding of the Islamic Republic of Iran and the Agency on the Modalities of resolution of the Outstanding Issues" (INFCIRC/711).

17. NAM reiterates its principled position that diplomacy and dialogue are the only way for a long term solution of Iran's nuclear issue. NAM encourages all Member States to contribute positively to that effect.

18. Before concluding, NAM wishes to express its deep concern and dissatisfaction at the selective circulation of the Director General's report, or parts thereof, to certain Member States prior to its official release to all Member States. This runs counter to the principle of the sovereign equality of all Member States enshrined in the IAEA Statute and should not be repeated in the future.

Ayatollah Khamenei’s Message to the Hajj Pilgrims 2011

In the Name of Allah, the

All-Beneficent, the All-Merciful

All praise belongs to Allah, the Lord of the worlds, and may divine blessings and greetings be to the Master of the creatures, Muhammad al-Mustafa and his immaculate family and his elect companions.

The spiritual spring of Hajj has arrived with its freshness, purity and God-given grandeur and majesty, gathering again the faithful and eager hearts like butterflies encircling the Ka’bah of Divine Monotheism and Islamic Unity. Camped at Makkah and Mina, Arafat and Mash´ar are the fortunate human beings who, having responded to the call of (وَأَذِّن فِي النَّاسِ بِالْحَجِّ): (22:27) “proclaim the Hajj to all the people”, are being honored with the hospitality of the Clement and Munificent Lord. Here is the blessed House and the source of guidance from which the enlightening Divine signs radiated and the canopy of safety was set up to cast its universal shade.

Wash your hearts in the Zamzam of piety, humility and God’s remembrance. Open the inner eye to the lights of the Divine signs. Embrace the spirit of submission and dedication, which are the hallmarks of true servant-hood. Keep on refreshing in your hearts the memory of that patriarch who, in willing compliance, led his Ishmael (Ismaeil) to the scene of sacrifice, thus showing us the clear path of attaining the friendship of the Glorious Lord and the manner of traversing it with a resolve infused with faith and an intent imbued with sincerity.

The station of prophet Abraham (Ibrahim) is one among these clarifying signs. The footprint by the side of Holy Ka’bah of prophet Ibrahim, may Peace be upon him, is only a symbol of the station of Ibrahim. The station of Ibrahim is his station of dedication and self-sacrifice, his fortitude and resistance to personal desires and fatherly feelings as well as against the domination of unfaith, polytheism and Nimrod, the tyrant of the time.

Today these two paths of deliverance lie open before each of us, individuals belonging to the Muslim Ummah. Determination, courage and firmness of resolve on part of each one of us can advance us towards the same goals to which mankind have been invited by the Divine envoys from Adam to the Seal of the Prophets, with the promise of dignity and felicity, in this world and in the Hereafter, for those who take this path.

It will be worthy of the Hajj pilgrims’ attention at this great assembly of the Islamic Ummah to address the most important issues of the Islamic world. The uprisings and revolutions in some important Islamic countries are at the head of these issues. The events that have taken place in the Islamic world in the period between the previous and present Hajj pilgrimages can change the destiny of the Islamic Ummah, and they forebode a bright future accompanied with dignity and progress, material and spiritual. Dictators and ‘corrupt’ taghoots, allied with foreign powers, have been overthrown in Egypt, Tunisia and Libya, and the stormy waves of popular uprising in some other countries threaten to bring down the castles of wealth and power.

This new chapter in the history of Our Ummah reveals certain facts which are all manifest Divine signs and give us vital lessons. These facts should be taken into account by Muslim nations in all their calculations.

First, a young generation has emerged from the hearts of these nations after decades of political subjugation to foreign powers, which with its admirable self-confidence, is ready to face threats, confront the dominant powers and is determined to change the status-quo.

Second, despite the authority and efforts of secular rulers and their overt and covert measures to curtail the influence of religion in these countries, Islam, with its conspicuous and impressive presence, has become the guiding principle of popular expression and sentiment. Like a fountainhead effusing through popular discourse and behavior it has given vitality and freshness to the rallies and activities of the millions. The mosques and minarets, Islamic slogans and calls of Allahu Akbar, all are clear indications of this fact and the recent Tunisian elections provide decisive evidence for this claim. There is no doubt that free elections in any Islamic country will hardly result in anything but what happened in Tunisia.

Moreover, as revealed for all by this year’s events, God Almighty has placed such a force in the resolve and determination of nations that no power whatsoever can withstand it. With this God-given power nations can change their destiny and partake of Divine help.

Furthermore, during the last decades arrogant powers, led by the United States, had reduced the regional states to a subjugate condition through their political and security tactics. They imagined to have opened an obstacle-free highway for their rising economic, cultural and political domination over this susceptible part of the world. But now they are the primary target of the disgust and hatred of the region’s nations. Undoubtedly, the regimes emerging from these revolutions will never submit to the disgraceful inequalities of the past, and the political geography of the region will be drawn by the nations in pursuance of their dignity and complete independence.

In addition, the crafty nature of the hypocritical Western powers has become all too apparent for the people of these countries. The U.S. and Europe made their utmost efforts to retain their pawns in Egypt, Tunisia and Libya, each of them in a particular way. But when their wishes had to give in before the resolve of the nations, they cast a wily friendly smile at the triumphant public.

There are further precious facts and manifest Divine signs embedded in the regional events of the past year, which are not hard to discern for reflective minds.

Nevertheless, the entire Islamic Ummah and especially the revolutionary nations stand in need of two basic elements:

First, the continuity of their stand and avoidance of slackness in resolve. In the Qur’an, the Divine summons to the Greatest Messenger, may God bless him and his family, are addressed in these words:

فَاسْتَقِمْ كَمَا أُمِرْتَ وَمَن تَابَ مَعَكَ وَلاَ تَطْغَوْا

“Be steadfast, just as you have been commanded-[by Allah] and whoever has turned [to God] with you-and do not overstep the bounds (11:112)” and (فَلِذَلِكَ فَادْعُ وَاسْتَقِمْ كَمَا أُمِرْتَ). “Be steadfast, just as you have been commanded (42:15).” The Prophet Moses, may peace be upon him, is quoted as telling his people:

(وقَالَ مُوسَي لِقَوْمِهِ اسْتَعِينُوا بِاللّهِ وَاصْبِرُواْ إِنَّ الأَرْضَ لِلّهِ يُورِثُهَا مَن يَشَاء مِنْ عِبَادِهِ وَالْعَاقِبَةُ لِلْمُتَّقِينَ)

“Turn to God for help and be patient. The earth indeed belongs to God, and He gives its inheritance to whomever He wishes of His servants, and the outcome will be in favor of the pious people. ” (7:128)

At the present, the most significant aspect of piety for the risen nations is not to halt in their auspicious movement, and not to let themselves be diverted by the achievements of this phase. This is the important part of the piety whose possessors are rewarded with the “favorable outcome.”

Second, careful awareness with regard to the plots and gimmicks of the arrogant international powers who have suffered a setback from these uprisings and revolutions. They evidently will not sit idle. They will reenter the arena with all their political, financial and security outfits to reestablish their influence and control in these countries. Their outfits are carrot and stick and deceit. Experience has shown there are some among the elite who are susceptible to these gimmicks. Fear, greed or negligence prompt them to serve the enemy. The vigilant eyes of the youth, intellectuals and religious scholars should be closely watchful.

The greatest threat posed by the Camp of Unfaith and arrogant powers lies in its intervention and influence over the structures of the new political systems in these countries. They will do their utmost to see that the new systems do not take on an Islamic and republic identity. All the concerned people in these countries and all those who cherish their homeland’s honor, dignity and progress should work to ensure the complete and perfect Islamic and republic character of the emergent polity. In this regard, the role of the constitutions will be significant. National unity and official recognition of sectarian, tribal and ethnic differences are a precondition of future success.

The valiant revolutionary nations of Egypt, Tunisia and Libya, as well as other awakened and combatant nations, should know that the sole means of deliverance from the oppression and guile of the United States and other Western hubristic powers is to establish a global balance of power conducive to their interests. The Muslims should bring themselves on a par with the great world powers in order to be able to reach a serious solution of their problems with the World-devourers. This cannot be achieved except with the cooperation, understanding and solidarity of Islamic countries. This was an unforgettable advice of the great Imam Khomeini.

For months on, the United States and NATO dropped bombs on the heads of the Libyan people making Gaddafi, a vicious dictator, an excuse. Gaddafi was someone who was considered their close friend before the valiant uprising of the Libyan people. They used to coddle him, steal the wealth of Libya through his hands and press or kiss his hand in order to dupe him. Following the people’s uprising, they made him an excuse to destroy the entire infrastructure of Libya. Which state could stop the tragic massacre of the Libyan people and destruction of the country at the hands of NATO? Until the claws and fangs of the bloodthirsty and barbaric Western powers are not broken, such dangers will remain conceivable for Islamic countries. Their safety from such dangers is not possible except by forming the Islamic world as a powerful pole.

Today the West, United States and Zionism are weaker than ever before. Economic troubles, successive failures in Afghanistan and Iraq, deep-running public outrage in America and other Western countries with its daily widening scope, the struggles and sacrifices of the people of Palestine and Lebanon, the daring popular uprisings in Yemen, Bahrain and some other countries under American influence-all these are significant portents for the Islamic Ummah, especially for the emergent revolutionary nations. Faithful men and women throughout the Islamic world, particularly in Egypt, Tunisia and Libya should make the most of this opportunity for the formation of an international Islamic power block. The vanguard and the elite of the uprisings should place their trust in Almighty God and, with reliance on His promise of help, adorn the new chapter in the history of the Islamic Ummah with their lasting achievements, thus earning God’s approval and fulfilling the prerequisites of His help

20 simple Questions and Answers

Q1: Has the IAEA found even a gram of uranium diverted to military purposes after over 4000 man days most robust inspection in Iran being unprecedented in the history of the IAEA?

A1: No. Please read all reports of the present and former Director General to the Board of Governors.

Q2: Has the IAEA found any activities and nuclear material, which it claimed to be undeclared by Iran till 2003, diverted to military activities?

A2: No. All nuclear material was accounted for by the IAEA. Please read all reports of the IAEA in 2003 and 2004 to the Board of Governors.

Q3: Had Iran any legal obligation to declare the site of Natanz Enrichment Plant before 2003? A3: No. Since the Natanz Enrichment Plant had not received any nuclear material till 2003, thus Iran was not obliged to declare it considering the fact that Iran had not signed the modified code 3.1 of the Subsidiary Arrangement of NPT Comprehensive Safeguards till 2003.

 Q4: Had Iran any legal obligation to declare the site of Heavy Water Research Reactor in Arak (IR40) before 2003?

A4: No, since IR40 had not received any nuclear material till 2003, thus Iran was not obliged to declare it considering the fact that Iran had not signed the modified code 3.1 of the Subsidiary Arrangement till 2003.

Q5: Was Iran obliged under NPT Comprehensive Safeguards Agreement (CSA) to report to the IAEA its Heavy Water Production Plant in Arak till 2003?

A5: No, since heavy water and its production are not covered by CSA. Iran started implementation of the Additional Protocol in 2003.

Q6: Had Iran any legal obligation to declare the site Uranium Conversion Facility (UCF) till 2003?

A6: No, since the UCF had not received any nuclear material till 2003, thus Iran was not obliged to declare it considering the fact that Iran had not signed the modified code 3.1 of the Subsidiary Arrangement till 2003.

Q7: Had Iran any legal obligation to declare the any uranium mine including Ghachin and Saghand before 2003?

A7: No, since Iran had not signed and implemented the Additional Protocol till 2003.

Q8: Has the IAEA found any nuclear material and nuclear activities including enrichment in military sites including PARCHIN and LAVIZAN-SHIAN, alleged to be involved in nuclear weapon program, after the Agency did intensive robust inspection including sampling and analysis?

A8: No. Director General’s Press Statement on Iran on 6 March 2006 said: “On transparency I think I mentioned in my report access to military sites, we have been given access to a number of military sites recently, to Parchin, Lavisan, Shian, to dual use equipment to interview people, these are beyond the Additional Protocol but they are essential for us to reconstruct the history of the programme.” On 15 Nov. 2004 the DG reported that the Agency was granted to visit the military complex of Lavisan-Shian where the Agency took environmental samples. Finally paragraph 102 of the DG report (GOV/2004/83) said : “The vegetation and soil samples collected from the Lavisan-Shian site have been analyzed and reveal no evidence of nuclear material.” More information are in documents GOV/2005/87, 18 Nov. 2005; GOV/2006/15 of 27 Feb 2006.

  Q9: Did the IAEA declare in its joined agreed Work Plan (INFCIRC/711) that it has no other issues in addition to those listed in 2007?

A9: Yes. Paragraph IV of INFCIRC/711 says: These modalities cover all remaining issues and the Agency confirmed that there are no other remaining issues and ambiguities regarding Iran’s past nuclear program and activities.

Q10: Was the IAEA obliged to deliver documents on “Alleged Studies” to Iran according to the Work Plan?

A10: Yes. Paragraph III says: “The Agency will however provide Iran with access to the documentation it has in its possession regarding: the Green Salt Project, the high explosive testing and the missile re-entry vehicle.”

Q11: Did the IAEA comply with its obligation in delivering the document on allegation to Iran?

A11: No. Please read the report of the former Director General to the Board of Governors where he rightly criticized that the certain country which had given alleged documents to the IAEA had not permitted the IAEA to deliver them to Iran.

Q12: Has the IAEA confirmed the authenticity of the materials on “Alleged Studies”?

A12: No. Please read the report former Director General to the Board of Governors where he raised the problem of authenticity. The DG also clearly mentioned that no nuclear material and activities are involved in “Alleged Studies”.

Q13: What was the obligation of Iran according to the document INFCIRC/711 on “Alleged Studies”?

A13: Paragraph III of this document negotiated and agreed between Iran and IAEA and further endorsed by the Board of Governors says: “As a sign of good will and cooperation with the Agency, upon receiving all related documents, Iran will review and inform the Agency of its assessment.”

Q14: Had Iran any obligation according to the Work Plan for meetings, interview, inspection or sampling regarding the Alleged Studies?

A14: No. As explained in A12 Iran was only obliged to inform on its assessment. Iran gave its 117-page assessment over three years ago but the Agency has not done its obligation closing the Work Plan. According paragraph IV of the Work Plan: The 4 Agency and Iran agreed that after the implementation of the above work plan and the agreed modalities for resolving the outstanding issues, the implementation of safeguards in Iran will be conducted in a routine manner.

Note: Rather than concluding the Work Plan, the Secretariat raised new allegations, so called “Possible Military Dimension” whereas it had confirmed in paragraph IV of the Work Plan that “there are no other remaining issues and ambiguities regarding Iran’s past nuclear program and activities.”

Q15: Has Iran implemented the Additional Protocol?

A15: Yes. Please refer to the reports of the former Director General before 2006;

Q16: Has Iran implemented the modified code 3.1 of the Subsidiary Arrangement of the Comprehensive Safeguards?

A16: Yes. Please read report of former Director General before 2006;

Q17: Since when Iran has suspended voluntary implementation of the Additional Protocol and the modified Code 3.1 and why?

A17: Iranian Parliament approved the suspension of voluntary Additional Protocol and the modified Code 3.1 (after 2,5 years), due to legally unjustified referral of Iran’s technical nuclear issue to the UN Security Council in 2006. One has to note however that the Additional Protocol is not a legally binding instrument and the modified Code 3.1 was merely a recommendation by the Board of Governors and not an integral legal part of the CSA.

Q18: Are all declared nuclear material in Iran accounted for and under full scope safeguards and remain peaceful?

A18: Yes. Please refer to the annual Safeguards Implementation Report (SIR).

Q19: Has Iran accepted to grant unannounced inspections?

A19: Yes. Over 100 snap shot inspections even with 2 hours notice have been successfully conducted.

Q20: Why Iran considers the resolutions of the Board of Governors and the UNSC illegal?

5 A20: At least, there are 5 legal reasons that the resolutions are illegal:

1- According to article 12C of the Agency’s Statute: if the inspectors recognize the “non-compliance”, they shall report to the Director General, then the DG shall report to the Board of Governors. The Board then reports to the Member States and the UNSC. In case of Iran never such a procedure was pursued. A few Board members, after about three years after the issue was raised in the Board in 2003, claimed that there was “non-compliance” before 2003. The DG had however not used the legal phrase “non-compliance” but he used “failures” as used for other countries implementing the CSA. According to the CSA after corrective measures issues are closed. The former DG clearly reported of all corrective measures by Iran.

2- The article 12C which Board of Governor’s resolutions referred to talks about “Recipient Member States” which have misused nuclear material received from the Agency. Iran had never received nuclear material referred to the relevant articles of the Statute.

3- According to the Statute and CSA: if the IAEA finds out that nuclear material is diverted to military purposes then the UNSC will be informed of that. All reports of the former and present DG have declared that there is no evidence of diversion of nuclear materials.

4- According to the CSA: if a Member State prevents inspectors to enter the country thus the Agency is not able to conduct its verification activities, then the UNSC will be informed of this. All reports of the Director General since 2003 clearly declare that the Agency is able to continue its verification in Iran.

5- The resolutions against Iran by EU3 since 2003 till 2006 recognized the suspension of enrichment by Iran as: non-legally binding, voluntary, and confidence building measure. Therefore, the resolution by the Board of Governors to convey Iran’s nuclear issue to the UNSC after Iran decided to stop voluntary suspension of the UCF activities was 100% in contravention with its own previous resolution. It is worth mentioning that when EU3 proposed resolutions against Iran at the Board of Governors in 2006 with political motivation to get the UNSC involved in the technical issue belonging to the IAEA, the enrichment activities in Natanz were still under voluntary suspension!

Last question to peace loving people: Based on the above facts, shall we permit the IAEA, which is the sole international technical organization mandated to promote peaceful uses of nuclear energy for peace and prosperity all over world, be further instrumentally used by a few certain countries aiming at turning it to a UN-Watchdog, as a subsidiary body of the UN Security Council, and to deprive developing countries from the “inalienable right” for peaceful uses of nuclear energy as enshrined in the IAEA Statute?

بسم‌الله الرحمن الرحیم السلام علیکم و رحمة الله و برکاته الحمدلله رب العالمین و الصلوة و السلام علی سیدنا محمد و آله الطیبین و صحبه المنتجبین قال ‌الله العزیز الحکیم: بسم‌الله‌الرحمن‌الرحیم يا أَيُّهَا النَّبِيُّ اتَّقِ ‌اللَّهَ وَ لا تُطِعِ الْكافِرينَ وَ الْمُنافِقينَ إِنَّ اللَّهَ كانَ عَليماً حَكيماً(1) وَ اتَّبِعْ ما يُوحى‏ إِلَيْكَ مِنْ رَبِّكَ إِنَّ اللَّهَ كانَ بِما تَعْمَلُونَ خَبيراً (2) وَ تَوَكَّلْ عَلَى اللَّهِ وَ كَفى‏ بِاللَّهِ وَكيلاً (3) [احزاب]

( O Prophète!
Crains Allah et n'obéis pas aux infidèles et aux hypocrites, car Allah demeure Omniscient et Sage. (1) Et suis ce qui t'est révélé émanant de Ton Seigneur. Car Allah est Parfaitement Connaisseur de ce que vous faites. (2) Et place ta confiance en Allah. Allah te suffit comme protecteur. (3))

Je tiens tout d’abord à souhaiter la bienvenue à tous les chers invités. Ce qui nous a réuni ici c’est l’éveil islamique c’est-à-dire cet élan et cette prise de conscience de l’Oumma islamique qui se manifestent à travers les grands bouleversements que connaissent les pays de notre région et aui suscitent des soulèvements et des révolutions discréditant tous les calculs des satanes dominateurs régionaux et internationaux, des grands mouvements qui brisent les murs du despotisme et de l’arrogance et imposent la défaite à leur forces prétoriennes.

Il ne fait aucun doute que les grandes évolutions sociales dans notre monde s’appuient sur des précédents historiques et civilisationelles et sont la résultante des connaissances et des expériences accumulées tout au long des siècles. Dans le monde musulman, depuis près de cent cinquante ans, l’apparition de grandes personnalités intellectuelles et combattantes islamiques en Egypte, en Irak, en Iran, en Inde et dans d’autres pays asiatiques et africains a contribué à préparer les conditions de l’éveil actuel.

Le monde musulman a également profité de l’expérience des régimes politiques à tendance matérialiste qui ont gouverné dans les années cinquante et soixante et qui à cause de leur nature après quelques années sont tombés dans le piège des puissances hégémonistes et impérialistes occidentales, ce qui a grandement contribué à cette prise de conscience générale et profonde des musulmans.

L’avènement de la grande Révolution islamique en Iran qui suivant une expression de l’Imam Khomeiny fut une victoire du sang sur le sable , a donné naissance à un Etat courageux, puissant, progressiste et stable, la République islamique, dont l’influence sur l’éveil islamique actuel demande une vaste recherche ouvrant un nouveau chapitre dans l’historiographie du monde musulman contemporain.

En effet, les événements croissants du monde musulman à nos jours, ne sont pas coupés de leurs racines historiques ainsi que du contexte social et intellectuel de leur émergence, pour que les ennemis les présentent superficiellement comme des accidents éphémères et une vague passagère et d’essayer d’éteindre dans le cœur des nations la flamme de l’espoir par leur analyse tendancieuse et trompeuse.

Dans cet exposé fraternel, je tiens à me concentrer sur trois points essentiels :

1. Un regard succinct sur la nature de ces soulèvements et révolutions

2. Les dangers et périls sur leur chemin

3. Quelques propositions pour trouver des solutions préventives contre ces dangers et menaces.

1) A mon sens la principale caractéristique de ces révolutions c’est la présence réelle et généralisée de la population sur l’arène de l’action et de la lutte et le Jihad. Non seulement le cœur, la volonté et la foi y est mais aussi le corps et la présence physique y participent pleinement. Il existe une grande différence entre un mouvement de cette nature et un autre déclenché par un groupe de militaire ou un groupe de lutte armée se déroulant devant le regard indifférent et passif de la population.

Dans les événements des années 50 et 60 survenus dans un certain nombre de pays en Afrique et en Asie, le poids de la révolution n’était pas sur le dos des différentes couches de la population notamment de la jeunesse, ils ont été l’œuvre des groupes de putschistes ou des petits noyaux limités et armées. Ce sont eux qui décidaient et agissaient. Mais après quelques temps, ils, eux-mêmes ou la nouvelle génération, changeaient de chemin pour diverses raisons, transformant ainsi la révolution en une contre-révolution permettant à l’ennemi de dominer à nouveau ces pays.

Ceci diffère de beaucoup des mouvements portés par des masses populaires qui sacrifient leur vie, corps et âme, et qui par leur lutte et leur dévouement chassent l’ennemi. Dans ces cas ce sont les peuples qui improvisent spontanément des slogans, fixent les objectifs, identifient l’ennemi et le poursuivent, tracent l’avenir -même si ce n’est que l’esquisse- et par leur soins ne permettent pas aux élites opportunistes et aux éléments infiltrés à la solde de l’ennemi de dévier la révolution de son chemin, et de se compromettre avec l’ennemi.

Dans un mouvement populaire il se peut que la révolution se fasse graduellement et plus lentement mais elle sera à l’abri des visions superficielles et inconstantes. C’est l’exemple de la parole divine dans le passage suivant :

أَلَمْ تَرَ كَيْفَ ضَرَبَ اللّهُ مَثَلاً كَلِمَةً طَيِّبَةً كَشَجَرةٍ طَيِّبَةٍ أَصْلُهَا ثَابِتٌ وَفَرْعُهَا فِي السَّمَاء)

( N'as-tu pas vu comment Allah propose en parabole une bonne parole pareille à un bel arbre dont la racine est ferme et la ramure s'élançant dans le ciel? (24) )

Quand j’ai vu à la télévision le peuple courageux et héroïque de l’Egypte sur la place Al-Tahrir, j’ai été persuadé que la révolution égyptienne triomphera. Je voudrai vous dire une vérité : après la victoire de la révolution islamique en Iran et l’instauration du régime islamique qui a produit l’équivalent d’un tremblement de terre pour les gouvernements matérialistes de l’Est et de l’Ouest et suscité un enthousiasme sans précédent dans les pays musulmans, nous attendions à ce que l’Egypte réagisse plus que tout autre pays. L’histoire des luttes du peuple égyptien, ses penseurs et ses grandes personnalités, nous incitaient à penser ainsi. Mais l’écho que nous attendions de l’Egypte ne nous parvenait pas. Dans mon cœur je me rappelais ce poème d’Abu-Forras qui dit :

أراك عصيّ الدمع شیمتك الصبر أما للهوی نهي علیك و لا أمر ؟

Quand j’ai vu le peuple égyptien sur la place Al-Tahrir et sur d’autres places des villes du pays, j’ai trouvé ma réponse. Le peuple égyptien me disait du fond de son cœur :

بلی أنا مشتاق و عندي لوعة ولكن مثلي لایذاع له سرُّ

Cette confidence sacrée c’est-à-dire cette motivation et cette volonté de se révolter se sont progressivement formées dans l’esprit des égyptiens et à un moment propice s’est manifesté dans toute sa splendeur sur la scène de l’histoire.

La Tunisie, le Yémen et le Bahreïn se soumettront au même verdict de l’histoire :

وَمِنْهُمْ مَّن يَنتَظِرُ وَمَا بَدَّلُواْ تَبْدِيلاً

( Ils n'ont varié aucunement (dans leur engagement); (23))

Dans ce genre de révolutions, les principes, les valeurs et les objectifs découlent de l’esprit, du cœur et des revendications de tout le peuple présent sur le terrain et s’expriment dans les slogans et dans les attitudes spontanées des manifestants et non dans des manifestes préfabriqués des groupes et des partis politiciens.

Aussi, est-il dès lors aisé d’identifier les principes des révolutions de la région, de l’Egypte et des autres pays. En voici quelques uns :

- Le renouveau de la dignité et la fierté nationales bafouées et piétinées tout au long de la dictature des gouvernants corrompus à la solde de la domination politique américaine et occidentale,

- Relever l’étendard de l’Islam qui constitue la croyance profonde et l’attachement du peuple, garantir la sécurité intellectuelle, la justice, le progrès et l’épanouissement, objectifs qui ne se réaliseront que grâce à l’Islam et à ses préceptes,

- Résister devant l’influence et la mainmise de l’Amérique et de l’Europe qui depuis deux siècles a causé le plus de dommage au pays et abaisser son peuple.

- Lutter contre le régime usurpateur et falsifié sioniste planté comme un couteau par le colonialisme dans le cœur des pays de la région comme un instrument au service de sa domination démoniaque en chassant un peuple de son territoire historique et ancestral.

Dire que les révolutions récentes survenues dans la région s’assignent de tels principes et demandes n’est évidemment pas au gout des Etats-Unis, de l’Occident et du sionisme et ces derniers feront tout pour les nier mais ce n’est certainement pas leur déni qui changera la réalité.

Le caractère populaire de ces révolutions constitue l’élément le plus important de leur identité. Les puissances étrangères s’efforcent de maintenir les dirigeants despotes, corrompus et dépendants de ces pays en utilisant les moyens et les stratagèmes les plus efficaces dont ils disposent ; elles ne les ont lâché que lorsque la révolte des peuples ne leur a laissé aucun espoir de retour en arrière. Ces puissances n’ont pas le droit de demander leur part dans ces victoires. Dans un pays comme la Libye, l’intervention des Etats-Unis et de l’OTAN ne doit pas prêter à l’équivoque, car ces interventions ont causé des pertes irréparables. S’il n’était pas l’intervention militaire de l’OTAN et de l’Amérique, les Libyens auraient certes parvenu à la victoire plus tard mais le pays n’aurait pas été aussi ruiné et détruit et tant de personnes innocentes, femmes et enfants, ne seraient pas péri, pour qu’ensuite des ennemis qui des années durant ont soutenu Kadhafi, retournent leur veste et interviennent dans ce pays opprimé et dévasté.

Le peuple et son élite engagé et tous ceux qui représentent le peuple sont les vrais détenteurs de leur révolution et doivent la protéger et la perfectionner en traçant le chemin de l’avenir.

2) S’agissant des dangers et des menaces qui guettent … Tout d’abord il faut savoir que les dangers existent mais il y a aussi des solutions pour les prévenir. L’Evocation des dangers ne doit pas inquiéter la population. Faites en sorte que vos ennemis vous craignent :

إِنَّ كَيْدَ الشَّيْطَانِ كَانَ ضَعِيفًا

( Eh bien, combattez les alliés du Diable, car la ruse du Diable est, certes, faible. (76))

Au sujet d’un nombre de Moudjahides du début de l’Islam, Dieu nous dit :

الَّذِينَ قالَ لَهُمُ النَّاسُ إِنَّ النَّاسَ قَدْ جَمَعُوا لَكُمْ فَاخْشَوْهُمْ فَزادَهُمْ إِيماناً وَ قالُوا حَسْبُنَا اللَّهُ وَ نِعْمَ الْوَكِيلُ فَانْقَلَبُوا بِنِعْمَةٍ مِنَ اللَّهِ وَ فَضْلٍ لَمْ يَمْسَسْهُمْ سُوءٌ وَ اتَّبَعُوا رِضْوانَ اللَّهِ وَ اللَّهُ ذُو فَضْلٍ عَظِيمٍ

Certes ceux auxquels l'on disait: «Les gens se sont rassemblés contre vous; craignez-les» - cela accrut leur foi - et ils dirent: «Allah nous suffit; Il est notre meilleur garant». (173) ils revinrent donc avec un bienfait de la part d'Allah et une grâce. Nul mal ne les toucha et ils suivirent ce qui satisfait Allah. Et Allah est Détenteur d'une grâce immense. (174)

Il faut bien connaitre les dangers pour les contrer le moment venu sans effarement ni hésitation en ayant les solutions les plus appropriées à l’avance.

Nous avons été après la victoire de la révolution islamique en Iran confronté aux mêmes dangers, nous les avons identifié et grâce à la direction de l’Imam Khomeiny et à la bienveillance et le sacrifice de notre peuple nous avons réussi à les surpasser, cependant les complots continuent et la volonté de notre peuple pour les combattre aussi reste intacte.

Je divise ces dangers en deux parties : ceux qui découlent de nous-mêmes et trouvent leur sources dans nos faiblesses et d’autres qui sont directement programmé par l’ennemi.

La première partie comprend des dangers et des menaces tels que croire qu’avec la chute du dictateur corrompu, à la solde de l’étranger, le travail est fini. Se croire tranquille et à l’abri après la victoire et se désengager dans l’indifférence en perdant la motivation et la volonté voilà le premier des dangers et ce danger devient encore plus menaçant quand certains se mettent à se départager le butin…

L’histoire de la guerre d’Ohod et la précipitation des musulmans défenseurs du passage, pour s’emparer du butin, auxquels Dieu a reproché leur attitude, constitue un exemple symbolique que nous devons constamment nous rappeler. Il faut également éloigner de soi la crainte de la puissance artificielle des arrogants, de l’Amérique et des autres pays hégémonistes.

L’élite courageuse et la jeunesse de vos pays doivent se défaire de cette appréhension. Il ne faut pas non plus tomber dans le piège de la confiance à l’ennemi, ses sourires, ses promesses et ses soutiens, ce qui constitue justement un danger vis-à-vis duquel surtout l’élite et les leaders doivent garder la vigilance. Il faut reconnaitre l’ennemi avec ses signes sous n’importe quel habit qu’il se cache en immunisant le peuple et la révolution contre ses duperies dissimulées souvent sous des apparences trompeuses d’amitié et d’aide. L’autre face est l’orgueil, sous-estimer l’ennemi ; le courage doit être accompagné de sagesse et de vigilance. Face au Satan, Djinn et homme, il faut employer tous les trésors divins qui nous ont été confiés. Semer la discorde entre les révolutionnaires et infiltrer leur rang sur le front de la lutte constitue également un autre grand danger qu’il convient de combattre avec tous les moyens.

Les menaces de la deuxième catégorie sont celles dont la plupart des pays de la région en ont fait l’expérience : la première sera celle qui consiste à laisser prendre le pouvoir par ceux qui sont engagés vis-à-vis de l’Amérique et de l’Occident. Car L’Occident s’efforce, après la chute de leur valet, de préserver l’essentiel du système et principaux leviers du pouvoir en changeant la tete mais en conservant le corps pour maintenir sa domination. Cela signifie la perte de tous les efforts et de tous les sacrifices. A cette étape si ces puissances se trouvent face à la résistance du peuple, s’efforceront de proposer différentes alternatives pour dénaturer le mouvement et tromper le peuple. Leur scénario pourrait consister à proposer des modèles de gouvernement et des constitutions qui conduiront vos pays musulmans, à nouveau, dans le piège de la dépendance culturelle, économique et politique à l’égard de l’Occident. Il peut également consister à infiltrer les révolutionnaires en vue de marginaliser les principaux courants authentiques de la révolution et de renforcer sur les plans financier et médiatique un courant suspect et incertain. Cela signifiera également le retour à la domination occidentale et la consolidation des modèles périmés occidentaux et étrangers par rapport aux principes révolutionnaires entrainant au terme la mainmise des occidentaux sur la destinée des pays. Dans le cas où cette tactique aussi échouerait, d’après notre expérience, elles commenceront à employer des méthodes qui consistent à provoquer le chaos, le terrorisme et la guerre entre les confessions, entre les ethnies, tribus, entre les partis politiques et même entre les nations et les gouvernements voisins accompagnée de sanctions économiques, embargo et blocage des avoirs et d’une agression tous azimut sur le plan médiatique, l’objectif principal étant d’abord de fatiguer et de désespérer le peuple et ensuite de faire vaciller et dissuader les combattants. Car ces pays hégémonistes savent parfaitement que dans ce cas il serait possible et beaucoup plus facile de vaincre les révolutionnaires. L’assassinat des figures influentes et de bonne réputation, souiller la renommée des autres et enfin acheter des éléments faibles et tergiversant constituent également d’autres méthodes auxquelles ont recours ces puissances occidentales et prétendants à une civilisation morale.

En Iran islamique, les documents du nid d’espionnage (ambassade des Etats-Unis) sont tombés aux mains de la révolution et ont montré que tous ces complots ont été minutieusement préparés par ce pays contre le peuple iranien. Pour eux le retour des réactionnaires, du despotisme et du pouvoir a leur solde justifient l’usage de toutes ces méthodes abjectes dans les pays révolutionnaires.

3) Dans la dernière partie de ma présentation, sur la base de notre expérience vécue en Iran et de l’étude d’autres pays, je tiens à soumettre à votre appréciation et jugement quelques recommandations. Il va sans dire que la situation et les conditions changent d‘un pays à l’autre mais il existe néanmoins des points de repère, utiles pour tout un chacun.

Le premier point c’est qu’en se confiant à Dieu, en faisant confiance à ses promesses répétées de victoire dans le Coran, en se servant de sa raison, en s’appuyant sur sa volonté et son courage, notre Oumma est en mesure d’aplanir les difficultés et de remporter de grandes victoires. Cependant la tâche que vous avez entreprise est gigantesque et déterminante pour l’avenir, aussi, faut-il s’attendre à ce qu’à la mesure de celle-ci, les efforts soient également lourds et pesants. L’Emir des croyants, Ali ibn Abi Taleb (que la paix de Dieu soit sur lui) nous dit :

فَإِنَّ اللَّهَ لَمْ يَقْصِمْ جَبَّارِي دَهْرٍ قَطُّ إِلَّا بَعْدَ تَمْهِيلٍ وَ رَخَاءٍ وَ لَمْ يَجْبُرْ عَظْمَ أَحَدٍ مِنَ الْأُمَمِ إِلَّا بَعْدَ أَزْلٍ وَ بَلَاءٍ وَ فِي دُونِ مَا اسْتَقْبَلْتُمْ مِنْ عَتْبٍ وَ مَا اسْتَدْبَرْتُمْ مِنْ خَطْبٍ مُعْتَبَر...

Je vous recommande aussi de vous considérer toujours en plein champ de bataille :
فَإِذَا فَرَغْتَ فَانْصَبْ Quand tu te libères, donc, lève-toi, (7) de vous rappeler constamment la présence de Dieu et son soutien infaillible : وَإِلَى رَبِّكَ فَارْغَبْ, afin que les victoires ne nous entrainent pas dans l’orgueil et dans la négligence :

اِذا جاءَ نَصْرُ اللهِ وَ الْفَتْحُ وَ رَاَيْتَ النّاسَ يَدْخُلُونَ في دينِ اللهِ اَفْواجاً فَسَبِّحْ بِحَمْدِ رَبِّكَ وَ اسْتَغْفِرْهُ اِنَّهُ كانَ تَوّاباً

( Lorsque vient le secours d'Allah ainsi que la victoire, (1) et que tu vois les gens entrer en foule dans la religion d'Allah, (2) alors, par la louange, célèbre la gloire de ton Seigneur et implore Son pardon. Car c'est Lui le grand Accueillant au repentir. (3))

Voici les vrais soutiens pour un peuple croyant.

Une autre recommandation consiste à relire en permanence nos principes. Les mots d’ordre et les principes de la révolution doivent être confrontés constamment aux préceptes et aux directives de l’Islam. L’indépendance, la liberté, la justice, la résistance devant le despotisme et le colonialisme, la lutte contre les discriminations ethniques, raciales et religieuses, le rejet catégorique du sionisme, qui constituent à nos jours les convictions de tous les peuples musulmans trouvent leur source dans l’Islam et dans le Coran.

Ecrivez vos principes sur le papier et appliquez-vous à les conserver avec du zèle ; ne laissez pas à vos ennemis d’écrire votre avenir à votre place, ne permettez pas que les principes islamiques soient sacrifiés sur l’autel des intérêts éphémères et passagers. La déviation dans les révolutions commence par le détournement des mots d’ordre et des idéaux. Ne faites jamais confiance à l’Amérique et à l’Otan, aux régimes criminels tels que l’Angleterre, la France et l’Italie qui durant de longues périodes ont pillé et partagé entre eux vos richesses ; soupçonnez-les et ne vous fiez pas à leur sourires, derrière ces sourires et ces promesses, il y a des complots et la trahison. Retrouvez votre chemin en mettant à profit les sources inépuisables de l’Islam et rendez-leur leurs prescriptions étrangères.

Une autre recommandation importante c’est d’éviter les conflits confessionnels, ethniques, raciaux et frontaliers. Reconnaissez les différences entre vous afin de les gérer au mieux. L’entente entre les confessions islamiques est la clé du salut. Ceux qui attisent le feu de la divergence confessionnelle par anathème et apostat envers des uns et des autres, consciemment ou inconsciemment agissent en mercenaires et agents du Satan. Construire un nouveau régime politique est votre principale tâche. Il s’agit d’un travail difficile et compliqué. Ne vous laissez pas intimider par des modèles laïques du libéralisme occidental ou par des nationalismes extrémistes ou encore par des tendances gauchistes et marxistes. Le bloc de l’Est s’est effondré et le bloc de l’Ouest ne se tient debout que par la violence, la guerre et la ruse, son avenir étant dors et déjà scellé.

Le temps est avec l’Islam, contre eux.

Le but ultime de l’Oumma unifiée de l’Islam doit être la création d’une nouvelle civilisation islamique sur la base de la religion et de la rationalité, sur la base de la science et de la morale.

La libération de la Palestine des griffes voraces du sionisme constitue un grand objectif. Les pays du Balkan, du Caucase et de l’Asie occidentale se sont libérés du joug de l’Ex-Union Soviétique après 80 années de lutte ; pour quelle raison après 70 ans d’occupation sioniste le peuple opprimé de la Palestine ne serait-il pas capable de se libérer de la geôle des sionistes arrogants?

La nouvelle génération des pays musulmans ont la capacité de réaliser de tels destins. La jeunesse musulmane d’aujourd’hui fait l’honneur aux générations précédentes. D’après un poète arabe:

قالوا:أبو الصخر من شيبان قلت لهم كلا لعمري و لكن منه شيبانُ

و كم أبٍ قد علا بابنٍ ذُری شَرَفٍ كما عـلا برسولِ الله عدنانُ

Faites confiance à la jeune génération, ravivez chez eux la confiance en soi et faites les bénéficier de l’expérience des plus âgés.

Il ya à ce niveaux deux points importants qui méritent l’attention :

D’abord le fait qu’après la révolution et la libération, l’une des revendications les plus insistantes est la présence du peuple, son rôle et sa participation à la gestion du pays. Parce que nos peuples sont musulmans, ils souhaitent ‘ une démocratie islamique » c’es-à-dire un régime politique dans lequel les dirigeants, élus par le peuple, respectent et appliquent les valeurs, les principes et les lois islamiques. Cela peut revêtir différentes formes en fonction des conditions de chaque pays mais il faut rester très vigilent pour qu’il n’y ait pas de confusion avec des démocraties libérales occidentales. Les démocraties laïques, et dans bien des cas antireligieuses, de l’Occident n’ont rien de commun avec la démocratie islamique, engagée à mettre en application les valeurs et les principales lignes de l’Islam dans le système politique du pays.

Le deuxième point c’est que l’islamisme ne doit pas être confondu avec la réaction, le dogmatisme et le fanatisme ignorant et extrémiste. Il faut par ailleurs tracer une frontière nette et claire entre ces deux conceptions et visions. Les extrémismes religieux qui sont très souvent accompagnés d’une violence aveugle, est un facteur de sous- développement et d’éloignement vis-à-vis des idéaux transcendants de la révolution, ce qui à son tour pourrait causer le désintéressement de la population et l’échec de la révolution.

Je résume ; parler de l’éveil islamique n’est pas discourir sur une notion floue, incernable, ambigüe se prêtant à l’interprétation et au commentaire. Il s’agit d’une réalité concrète, palpable et objective qui a rempli l’espace de notre temps et qui produit des grands mouvements et des révolutions écartant de la scène un nombre important d’éléments dangereux du camp ennemi. Cependant le champ reste encore fluide et nécessite des efforts pour donner la forme qui convient et finir le travail. Les versets cités au début de la présente contribution restent pour nous à l’ordre du jour, complet et efficace, pour toujours, mais surtout pour la période sensible et décisive dans laquelle nous agissons… ces versets s’adressent au prophète de l’Islam (que le salut de Dieu soit sur lui et sa descendance), mais ils nous interpellent à plus forte raison, nous les Musulmans. Dans ces versets, l’accent est mis sur la vertu dans sa plus haute signification en tant que la première recommandation, puis vient la nécessité pour les croyants de désobéir aux dirigeants impies et hypocrites, obéir à la révélation divine et enfin avoir confiance en Dieu et s’abandonner à sa volonté…

Nous relisons une nouvelle fois ces versets :

بسم‌الله‌الرحمن‌الرحیم يا أَيُّهَا النَّبِيُّ اتَّقِ ‌اللَّهَ وَ لا تُطِعِ الْكافِرينَ وَ الْمُنافِقينَ إِنَّ اللَّهَ كانَ عَليماً حَكيماً(1) وَ اتَّبِعْ ما يُوحى‏ إِلَيْكَ مِنْ رَبِّكَ إِنَّ اللَّهَ كانَ بِما تَعْمَلُونَ خَبيراً (2) وَ تَوَكَّلْ عَلَى اللَّهِ وَ كَفى‏ بِاللَّهِ وَكيلاً (3) [احزاب]

( O Prophète! Crains Allah et n'obéis pas aux infidèles et aux hypocrites, car Allah demeure Omniscient et Sage. (1) Et suis ce qui t'est révélé émanant de Ton Seigneur. Car Allah est Parfaitement Connaisseur de ce que vous faites. (2) Et place ta confiance en Allah. Allah te suffit comme protecteur.

Leader’s remarks at International Conference on Islamic Awakening

السلام علیکم و رحمة الله و برکاته

الحمدلله رب العالمین و الصلوة و السلام علی سیدنا محمد و آله الطیبین و صحبه المنتجبین

قال الله العزیز الحكیم : بسم الله الرحمن الرحيم : يَا أَيُّهَا النَّبِيُّ اتَّقِ اللَّهَ وَلا تُطِعِ الْكَافِرِينَ وَالْمُنَافِقِينَ إِنَّ اللَّهَ كَانَ عَلِيمًا حَكِيمًا وَاتَّبِعْ مَا يُوحَى إِلَيْكَ مِن رَّبِّكَ إِنَّ اللَّهَ كَانَ بِمَا تَعْمَلُونَ خَبِيرًا وَتَوَكَّلْ عَلَى اللَّهِ وَكَفَى بِاللَّهِ وَكِيلا

( O Prophet, fear Allah and do not obey the disbelievers and the hypocrites.
Indeed, Allah is ever Knowing and Wise. (1). And follow that which is revealed to you from your Lord. Indeed Allah is ever, with what you do, Acquainted. (2) And rely upon Allah ; and sufficient is Allah as Disposer of affairs.(3) Surat Al-Ahzab )

I welcome our honored audience and dear guests. What has brought us here together is the Islamic awakening, which comes from the stronger inspiration and greater understanding among Muslim ummah. This awakening has led to a major development among nations of our region and has brought about uprisings and revolutions that could never have been contemplated in the calculations of the dominant regional and international satanic powers. These are momentous uprising that have razed to the ground the autocratic and imperialist strongholds and vanquished the tyrants guarding them.

There is no doubt that colossal social upheavals have always relied on solid foundation of history and civilization and are products of accumulation of wisdom and experiences. Over the past 150 years, the presence of great intellectual and jihadi personalities that have been opinion leaders and behind Islamic movements in Egypt, Iraq, India and other countries in Asia and Africa has served as precursors and pioneers for the present situation in the Islamic world.

The developments in the 1950’s and 60’s led to coming to power of regimes that were mostly inclined to materialistic ideologies and thoughts, and because of their inherent character fell into the trap of Western imperialist and colonialist powers. These are experiences that are lessons to learn from, and have contributed substantially to evolution of general and profound understanding in the Islamic world.

The Islamic Revolution in Iran that was hailed by Imam Khomeini as “victory of blood over sword”, and establishment of the lasting, robust, courageous and progressive Islamic republic, and its impact on present Islamic awakening is itself a long story that deserves to be debated and researched. There is no doubt that Islamic Revolution of Iran will be accorded a thorough and comprehensive chapter in the analysis and writings of history of the present situation of the Islamic world.

For that reason, the present and mounting facts and truths in the Islamic world are not simply events that are severed from the past historical roots, social and intellectual backgrounds to allow our adversaries and the shallow-minded to present them as a passing wave and short-lived phenomenon in order to snuff out hope in the hearts of nations by their warped and biased analyses.

In this brotherly dialogue with you I want to place greater emphasis on three areas:

1. Taking a glance at the identity of these uprisings and revolutions

2. Major threats and harms lying on their way.

3. Recommendations to find solutions and prevent these threats and harms.

Regarding the first point, I believe the most important element in these revolutions is the actual and mass presence of people in the arena of action, struggle and jihad. They were present, not only with their heart, desire and faith, but also with their body and souls. There is a big difference between this presence and the presence of a military group or even armed combatants in front of uncaring people or even concerned people.

In the events of 1950’s and 60’s in some countries of Africa and Asia, the heavy load of the revolution was not on the shoulder of diverse segments of population and the youth from all parts of the country, but rather on the shoulder of coup d'etat or small and limited armed groups. They decided and acted, and they themselves or the succeeding generation changed their ways as a result of certain motivations. The revolution became its own enemy and the enemy managed again to prevail over their countries.

This is totally different than the change that comes from the people. It is the people that bring their body and soul to the arena of action, and by their jihad and devotion push back and defeat the enemy. It is the people that make the slogans and set the goals, identify and introduce and pursue the enemy. They draw their desired future, although not comprehensively, and as a result do not allow departure from the path of the revolution or conceding to the enemy, or change of course by compromising and the tainted few with special interests, and above all thwart the schemes of enemy’s agents.

In such a grass-root movement, the revolution may be slowed, but can stay away from short-sightedness and being on shaky ground. Quran says “Have you not considered how Allah presents an example, [making] a good word like a good tree, whose root is firmly fixed and its branches [high] in the sky?

أَلَمْ تَرَ كَيْفَ ضَرَبَ اللّهُ مَثَلاً كَلِمَةً طَيِّبَةً كَشَجَرةٍ طَيِّبَةٍ أَصْلُهَا ثَابِتٌ وَفَرْعُهَا فِي السَّمَاء

Have you not considered how Allah presents an example, [making] a good word like a good tree, whose root is firmly fixed and its branches [high] in the sky? (24" Ibrahim )

When I saw the brave body of the proud people of Egypt on television in Tahrir Square, I became convinced that their revolution will triumph.

Let me confess something to you. After the victory of the Islamic Revolution and the establishment of the Islamic republic in Iran which caused an earthquake among the worldly materialistic rulers in East and West and brought unprecedented uproar and joy to Muslim nations, we expected that Egypt would be next in line to rise. The reason was the history of jihad, progressive thinking and presence of great mojahids and intellectuals in Egypt. I was reciting in my heart this poem by Abu Faras:

أراك عصيّ الدمع شیمتك الصبر ما للهوی نهی علیك و لا أمر ؟

When I saw the people of Egypt in Tahrir Square and squares in other cities, I knew I have received my response. The people of Egypt told me with words coming from their heart:

بلی أنا مشتاق و عندي لوعة ولكن مثلي لایذاع له سرُّ

…This sacred secret was nothing but the motivation and resolve to rise, and gradually people of Egypt cemented this thought in their mind and at a historical juncture they manifested their resolve and entered the arena in a magnificent show of their power.

Tunisia, Yemen, Libya, and Bahrain are no exception to this general rule.

In these revolutions principles, values and goals are not written in prefabricated manifestos of groups and parties, but written in the minds, hearts and desires of each and every person present on the scene and are declared in the context of their slogans and behaviors.

With these signals one can clearly tell that the principles of current revolutions in the region, in Egypt and other countries, are first and foremost the following:

- Revival and renewal of national dignity and respect that have been broken and trampled during long years of dictatorial and corrupt rule and the political domination of America and the West.

- Keeping up the banner of Islam which is the profound faith and longstanding attachment of people and being able to enjoy peace of mind, justice, progress and prosperity that could only be achieved under Islamic Sharia.

- Resistance against the influence and domination of the United States and Europe that have wreaked the greatest damage and humiliation on the peoples of these countries over the past two hundred years.

- Countering the usurper and fictitious Zionist regime that the imperialist powers have planted like a dagger in the heart of this region to serve as a tool to continue their diabolical domination after expelling a whole nation from their historical homeland.

There is no doubt that the revolutions in the region that rely on and demand these principles are not to the liking of America, Europe and the Zionists, and they are going to use all means to deny them, but the truth will not change with their denial.

The widespread participation of people in these revolutions is the most important element that constitutes their identity. Foreign powers that tried everything in their power and used all their schemes to keep in power the tyrannical, corrupt and subservient rulers in these countries and only abandoned them when the people left no choice for them have no right to claim a share in the victory of these revolutions. Even in Libya intervention by America and NATO cannot distort the truth. In Libya, NATO has caused irreparable damage. Had it not been for the military intervention of NATO and America, victory of people might have been delayed, but all these infrastructures would not have been damaged, and innocent women and children killed and then enemies that were accomplices of Qaddafi would not have been able to intervene in this innocent war-torn nation.

People and the elite that are of the people and others who are from the people are the true owners of these revolutions that should be trusted to protect them and draw the path to the future.

2- Regarding the threats and harm, I should first emphasize that although there are threats, but there are also ways to stay safe. Mere presence of threats should not scare nations.

إِنَّ كَيْدَ الشَّيْطَانِ كَانَ ضَعِيفًا

( Indeed, the plot of Satan has ever been weak)

Allah says about a group of mojahids of early Islam:

الَّذِينَ قالَ لَهُمُ النَّاسُ إِنَّ النَّاسَ قَدْ جَمَعُوا لَكُمْ فَاخْشَوْهُمْ فَزادَهُمْ إِيماناً وَ قالُوا حَسْبُنَا اللَّهُ وَ نِعْمَ الْوَكِيلُ فَانْقَلَبُوا بِنِعْمَةٍ مِنَ اللَّهِ وَ فَضْلٍ لَمْ يَمْسَسْهُمْ سُوءٌ وَ اتَّبَعُوا رِضْوانَ اللَّهِ وَ اللَّهُ ذُو فَضْلٍ عَظِيمٍ

( Those to whom hypocrites said, "Indeed, the people have gathered against you, so fear them." But it [merely] increased them in faith, and they said, "Sufficient for us is Allah, and [He is] the best Disposer of affairs." So they returned with favor from Allah and bounty, no harm having touched them. And they pursued the pleasure of Allah, and Allah is the possessor of great bounty. )

We need to know what these threats are, in order not to be surprised and to be able to find solutions.

We faced these perils and threats after the victory of Islamic Revolution and experienced them. With the grace of Allah and the leadership of Imam Khomeini and sacrifices of our people we managed to sail through them safely. The plots by enemies still continue but so does the firm resolve of our people.

I divide the harm to these movements into two groups: those that have their roots within ourselves and come from our own weaknesses, and those that have been directly planned by the enemy.

The first group of harms is of the following type:

The sense and thought that after the downfall of the corrupt dictator the job is over. The peace of mind and comfort that comes after the victory and afterward the lessening of motivation and weakening of determination are among the first perils, and the most damaging threat is when individuals ask for their share of the spoils of victory.

The story of the Battle of Uhud and the defenders seeking the spoils of victory caused the defeat of Muslims, and the mojahids were reprimanded by God. This is a good example that should never be forgotten. Being shocked and awed by the appearances of the arrogant powers and the feeling of fear from America and other interventionist powers are of these kinds of harm that should be avoided.

The brave and young should throw out these fears from their heart. Trusting the enemy and falling into trap of their smiles and promises is another threat that needs to be avoided by the forerunners and leaders. The enemy must be identified no matter what cover it uses. The nation and the revolution should be protected against the designs of the enemy that at times hide behind the appearances of friendship and supportive gestures. Another side to this page is becoming overconfident and overlooking the enemy. Bravery must be combined with wisdom and good judgment. We must use all treasures of God within ourselves against Satan, al-Jinn wal–Ens. Causing division and pitting revolutionaries against one another and penetration behind the battlefront of struggle is another great harm that needs to be avoided with all your power.

The second group of harm has been experienced by almost all countries of the region during different events. The first harm is the coming to power of those who are committed to America and the West. The West tries after the downfall of its pawns to protect the basic pillars of the system and levers of power, and change the direction by using the same foundation, but with a different head, in order to perpetuate its domination. This means wasting of all your efforts and sacrifices. At this stage, if they face resistance of the people, they try to introduce and offer to the movement and people other alternatives that are designed to divert the course of the movement. This scenario could be recommending government models and constitutions that will again throw the Islamic countries into the trap of cultural, political and economic dependence on the West. This could lead to their influence among the revolutionaries greater financial and media strength of an unreliable current and marginalization of the genuine currents in the revolution. This also means return of the domination of the West and the stronger grip of then outdated Western models that are far from basic principles of the revolution.

If this tactic does not produce the desired result, experience tells us that they will go for anarchy, terrorism, civil war among followers of religions or ethnic communities and tribes, political parties, or even among neighboring nations and governments. Parallel to these actions, they will impose economic siege and sanctions, freeze national assets and launch all-out media war and propaganda. Their intention is to tire out and frustrate people and make the revolutionaries disappointed. Under these circumstances it becomes easy to defeat the revolution. Assassination of the righteous elite of the society and opinion leaders, defamation and vilification of others and even enticing some with money are among usual ploys used by the Western powers and the claimants of civilization morality.

In Iran, the evidence and documents from the U.S. Den of Espionage that fell into the hands of the revolution showed that all these plots were designed by the regime in the United States for the people of Iran for them bringing back the reactionary and dependant rulers in revolutionary countries is a principle that prescribes all these dirty tricks.

In the last part of my remarks, I present recommendations for your consideration and selection that are based on our tangible experiences in Iran and what has been gathered from the precise studies of other countries. Undoubtedly, conditions differ among nations and countries. Nonetheless, there are truths that can prove beneficial for all people.

The first point is that by placing one’s trust in God and believing in the repeated promises of divine victories in the Quran and through astuteness, resolve, and braveness, it is possible to surmount all obstacles and emerge victorious. Of course, the task that you all have taken up is quite grave and momentous. Thus, one must bear great hardship for its sake. The Commander of the Faithful, Imam Ali (`a) says:

فَإِنَّ اللَّهَ لَمْ يَقْصِمْ جَبَّارِي دَهْرٍ قَطُّ إِلَّا بَعْدَ تَمْهِيلٍ وَ رَخَاءٍ وَ لَمْ يَجْبُرْ عَظْمَ أَحَدٍ مِنَ الْأُمَمِ إِلَّا بَعْدَ أَزْلٍ وَ بَلَاءٍ وَ فِي دُونِ مَا اسْتَقْبَلْتُمْ مِنْ عَتْبٍ وَ مَا اسْتَدْبَرْتُمْ مِنْ خَطْبٍ مُعْتَبَر..”

The important recommendation is that you must always consider yourself as being present on the scene:
فَإِذَا فَرَغْتَ فَانْصَبْ ( So when you have finished [your duties], then stand up [for worship].)Therefore, when thou art free, still labor hard), always consider God as present and as your aid: وَإِلَى رَبِّكَ فَارْغَبْ (And to thy Lord turn all thy attention), and must not allow your victories to cause you to become arrogant or negligent:

اِذا جاءَ نَصْرُ اللهِ وَ الْفَتْحُ وَ رَاَيْتَ النّاسَ يَدْخُلُونَ في دينِ اللهِ اَفْواجاً فَسَبِّحْ بِحَمْدِ رَبِّكَ وَ اسْتَغْفِرْهُ اِنَّهُ كانَ تَوّاباً

(When comes the help of Allah, and victory. And thou dost see the people enter Allah’s Religion in crowds. Celebrate the praises of thy Lord). These are the true foundations of a faithful nation.

Another recommendation is the constant rereading of the principles of revolution. The slogans and principles must be refined and brought in line with the foundations and undisputed principles of Islam. Independence, freedom, justice, refusal to bow to despotism and colonialism, rejection of ethnic, racial, and religious discrimination, and the outright rejection of Zionism, which, today, comprise the pivots of the movements in Islamic countries, are all inspired by Islam and the Quran.

Write down your principles on paper. Preserve your genuine nature with a high degree of sensitivity. Do not allow your enemies to formulate the principles of your future system. Do not allow Islamic principles to be sacrificed for transient interests. Deviation in revolutions starts with deviation in slogans and objectives. Never place your trust in the U.S., NATO, or criminal regimes such as Britain, France, or, Italy, which for long plundered and divided your land among themselves. Look upon them with suspicion and do not believe their smiles. Behind these smiles and promises lies conspiracy and betrayal. Find you own way by resorting to the blessed fountainhead of Islam and give back foreigners’ prescriptions to themselves.

Another important recommendation is to avoid religious, ethnic, racial, tribal, and border disputes. Recognize differences as legitimate and manage them. Reconciliation among Islamic religions is the key to salvation. Those who fan the flames of religious division through apostatizing others are the mercenaries and servants of Satan, even if done inadvertently.

Creating your own system of governance is your main and seminal task. This is a complex and difficult undertaking. Do not allow secular or western liberal or extremist nationalist or leftist Marxist models to be imposed on you.

The leftist Eastern Bloc collapsed and the Western Bloc is propped up through violence, war, and deceit, and does not appear to have a bright outlook.

The passage of time will be to their loss and to the benefit of the Islamic current.

The ultimate goal must be a unified Islamic Ummah and the creation of a new Islamic civilization founded upon faith, rationality, knowledge, and morality.

The liberation of Palestine from the savage claws of the Zionists is also a great objective. The countries of the Balkans, Caucasus, and western Asia were liberated from the claws of the former Soviet Union after eighty years. Why should the Palestinian people not be able to free themselves from the captivity of the oppressor Zionists after seventy years?

The present generation in Islamic countries has the capacity to accomplish such great feats. The young generation of today is a source of pride for the past generations. As noted by the Arab poet:

أبو الصخر من شيبان قلت لهم كلا لعمري و لكن منه شيبانُ

و كم أبٍ قد علا بابنٍ ذُری شَرَفٍ كما علا برسولِ الله عدنانُ

Trust your young generation. Revive their feeling of self-confidence and benefit them by the experiences of the elders.

There are two important points in this connection:

First, one of the most important demands of the people who have revolted and who have been liberated is to have a decisive participation in the management of their countries. And since they believe in Islam, their desire is to have a system of Islamic democracy, i.e. the rulers being elected through the vote of the people and the dominant principles and values of the society being based on the Islamic knowledge and sharia. This can crystallize in various countries, depending on their conditions, through various methods and forms. However, utmost care must be taken not to confuse this with the western liberal democracy. The secular, and at times anti-religious, western democracy is in no way related to the Islamic democracy which is committed to the values and main principles of Islam in its system of government.

The second point relates to the fact that Islamic tenets must not be equated with backwardness, obscurantism, and ignorant and extremist biases. The demarcation between these two must be pronounced. Religious extremism, which is usually attended by violence, is the cause of falling short of the lofty goals of the revolution. This, in turn, results in the loss of public support and the eventual failure of the revolution.

In sum, to speak of Islamic awakening is not to speak of a nebulous and indistinct concept that is amenable to various interpretations. Rather, it is to speak of a tangible reality in the external world that has filled the atmosphere and resulted in great uprisings and revolutions and removed from the scene some dangerous elements of the enemy. Nonetheless, the scene remains fluid and in need of being shaped and brought to a conclusion. The verses recited at the outset contain a complete and effective set of guidelines, especially in this sensitive and momentous juncture… Though, they are addressed to the Holy Prophet (PBUH), we all are their interlocutors and responsible for adhering to them. In these verses, piety (taqwa), in its lofty and broad connotation, is the first recommendation. Then comes the rejection of the orders of the infidels and hypocrites, adherence to the divine revelation, and, finally, trust in God…

Once again, we will review these verses:

بسم‌الله‌الرحمن‌الرحیم يا أَيُّهَا النَّبِيُّ اتَّقِ ‌اللَّهَ وَ لا تُطِعِ الْكافِرينَ وَ الْمُنافِقينَ إِنَّ اللَّهَ كانَ عَليماً حَكيماً(1) وَ اتَّبِعْ ما يُوحى‏ إِلَيْكَ مِنْ رَبِّكَ إِنَّ اللَّهَ كانَ بِما تَعْمَلُونَ خَبيراً (2) وَ تَوَكَّلْ عَلَى اللَّهِ وَ كَفى‏ بِاللَّهِ وَكيلاً.

(In the name of Allah, the Compassionate, the Merciful. O Prophet! Fear Allah, and hearken not to the unbelievers and the hypocrites: verily Allah is full of knowledge and wisdom. But follow that which comes to thee by inspiration from thy Lord: for Allah is well acquainted with (all) that ye do. And put thy trust in Allah, and enough is Allah as a disposer of affairs.)

الحمدللَّه ربّ العالمين و الصّلوة والسّلام على سيّدنا محمّد و آله الطّيّبين و صحبة المنتجبين.
قال اللَّه العزيز الحكيم: بسم‌اللَّه‌الرّحمن‌الرّحيم. «يا أيّها النّبىّ اتّق اللَّه و لا تطع الكافرين و المنافقين انّ اللَّه كان عليماً حكيماً. واتّبع ما يوحى اليك من ربّك انّ اللَّه كان بما تعملون خبيراً. و توكّل على‌اللَّه و كفى باللَّه وكيلاً».(1)
به حضار گرامى و ميهمانان عزيز خوشامد ميگويم. آنچه ما را در اينجا گرد آورده، بيدارى اسلامى است؛ يعنى حالت برانگيختگى و آگاهى‌اى در امت اسلامى كه اكنون به تحولى بزرگ در ميان ملتهاى اين منطقه انجاميده و قيامها و انقلابهائى را پديد آورده كه هرگز در محاسبه‌ى شياطين مسلط منطقه‌اى و بين‌المللى نمى‌گنجيد؛ خيزشهاى عظيمى كه حصارهاى استبداد و استكبار را ويران و قواى نگهبان آنها را مغلوب و مقهور ساخته است.
شك نيست كه تحولات بزرگ اجتماعى، همواره متكى به پشتوانه‌هاى تاريخى و تمدنى و محصول تراكم معرفتها و تجربه‌ها است. در صدوپنجاه سال اخير حضور شخصيتهاى فكرى و جهادى بزرگ جريانساز اسلامى در مصر و عراق و ايران و هند و كشورهاى ديگرى از آسيا و آفريقا، پيش‌زمينه‌هاى وضع كنونى دنياى اسلامند.
همچنانكه تحولات دهه‌هاى پنجاه و شصت ميلادى در تعدادى از اين كشورها كه به رژيمهاى غالباً متمايل به تفكرات و ايدئولوژيهاى مادى منتهى شد و به اقتضاى طبيعت خود پس از چندى در دام قدرتهاى استكبارى و استعمارى غرب گرفتار آمد، تجربه‌هاى درس‌آموزى‌اند كه سهم وافرى در شكل دادن به انديشه‌ى عمومى و عميق كنونى دنياى اسلام دارند.
ماجراى انقلاب كبير اسلامى در ايران كه در آن به تعبير امام خمينى عظيم، خون بر شمشير پيروز شد و تشكيل نظام ماندگار و مقتدر و شجاع و پيش‌رونده‌ى جمهورى اسلامى و تأثير آن در بيدارى اسلامى امروز، نيز خود داستان مفصل و در خور بحث و تحقيقى است كه يقيناً فصل مشبعى در تحليل و تاريخ‌نگارى وضعيت كنونى دنياى اسلام را به خود اختصاص خواهد داد.
حاصل آنكه حقايق رو به افزايش كنونى در دنياى اسلام، حوادث بريده از ريشه‌هاى تاريخى و زمينه‌هاى اجتماعى و فكرى نيستند تا دشمنان يا سطحى‌نگران بتوانند آن را موجى گذرا و حادثه‌اى در سطح بينگارند و با تحليلهاى انحرافى و غرض‌آلود، مشعل اميد را در دل ملتها خاموش سازند.
من در اين گفتار برادرانه ميخواهم بر روى سه نقطه‌ى اساسى درنگ كنم:
1- نگاهى اجمالى به هويت اين قيامها و انقلابها.
2- خطرات و آسيبهاى بزرگى كه بر سر راه آن قرار دارد.
3- پيشنهادهائى در علاج‌جوئى و پيشگيرى از آسيبها و خطرها.
1- در موضوع اول، به نظر من مهمترين عنصر در اين انقلابها، حضور واقعى و عمومى مردم در ميدان عمل و صحنه‌ى مبارزه و جهاد است، نه فقط با دل و خواست و ايمانشان، بلكه علاوه بر آن، با جسم و تنشان. فاصله‌ى عميقى است ميان چنين حضورى با قيامى كه به وسيله‌ى يك جمع نظامى يا حتى يك گروه مبارز مسلح در برابر چشمان بى‌تفاوت مردم يا حتى مورد رضايت آنان انجام ميگيرد.
در حوادث دهه‌ى پنجاه و شصت در تعدادى از كشورهاى آفريقا و آسيا، بار سنگين انقلاب را نه قشرهاى گوناگون مردم و جوانان از همه جاى كشورها، كه دستجات كودتاگر يا هسته‌هاى كوچك و محدود مسلح بر دوش داشتند. آنها تصميم گرفتند و عمل كردند و آنگاه كه خودشان يا نسل پس از آنها بر اثر انگيزه‌ها و عوامل قابل شمارش، راه خود را عوض كردند، انقلابها به ضد خود تبديل شد و دشمن بار ديگر بر آن كشورها تسلط يافت. اين بكلى متفاوت است با تحولى كه بر دوش توده‌ى مردم است و آنهايند كه جسم و جان خود را به ميدان مى‌آورند و با مجاهدت و فداكارى، دشمن را از صحنه بيرون ميرانند.
در اينجا اين مردم‌اند كه شعارها را ميسازند، هدفها را معين ميكنند، دشمن را شناسائى و معرفى و تعقيب ميكنند، آينده‌ى مطلوب را، اگر چه به اجمال، ترسيم ميكنند و در نتيجه اجازه‌ى انحراف و سازش با دشمن و تغيير مسير را به خواص سازشكار و آلوده و به طريق اولى به عوامل نفوذى دشمن نميدهند.
در حركت مردمى ممكن است كار انقلاب با تأخير انجام گيرد، ولى از سطحى‌گرى و ناپايدارى به دور است؛ كلمه‌ى طيبه‌اى است مصداق كلام خداوند كه فرمود:
«ألم تر كيف ضرب اللَّه مثلاً كلمة طيّبة كشجرة طيّبة اصلها ثابت و فرعها فى السّماء».(2) من وقتى پيكر دلاور ملت پر افتخار مصر را از تلويزيون در ميدان تحرير ديدم، يقين كردم كه اين انقلاب پيروز خواهد شد. حقيقتى را بگويم: پس از پيروزى انقلاب اسلامى و تشكيل نظام اسلامى در ايران كه زلزله‌ى عظيمى را در حكومتهاى دنياطلبان شرق و غرب پديد آورد و ملتهاى مسلمان را در جوش و خروشى بى‌سابقه انداخت، ما غالباً انتظار داشتيم كه مصر پيش از همه جا به پا خيزد. سابقه‌ى جهاد و روشنفكرى و تربيت شخصيتهاى بزرگ مجاهد و متفكر در مصر، اين توقع را در دل ما برمى‌انگيخت. اما از مصر صداى واضحى شنيده نميشد. من در دل، خطاب به ملت مصر اين شعر ابوفراس را زمزمه ميكردم: اَراكَ عَصِيَّ الدَّمعِ شيُمتُك الصبر/اَما لِلهوى نهىٌ عليك و لا امرٌ
وقتى ملت مصر را در ميدان تحرير و ميادين ديگر شهرهاى مصر ديدم، پاسخ خود را شنيدم. ملت مصر با همان زبان دل به من ميگفت:
بَلى اَنَا مُشتاقٌ و عِندِىَ لَوعةٌ/ولكنَّ مِثلى لايُذاعُ لهُ سِرٌّ
اين سرّ مقدس؛ يعنى انگيزه و عزم قيام، بتدريج در ذهنيت ملت مصر قوام يافت و شكل گرفت و در لحظه‌ى مناسب تاريخى، عريان در صحنه‌اى پرشكوه به ميدان آمد.
تونس و يمن و ليبى و بحرين هم دقيقاً محكوم به همين حكمند؛ «و منهم من ينتظر و ما بدّلوا تبديلاً.»(3)
در چنين انقلابهائى، اصول و ارزشها و هدفها، نه در مانيفستهاى پيش‌ساخته‌ى گروهها و حزبها، بلكه در ذهن و دل و خواست آحاد مردمِ حاضر در صحنه، نگاشته و در قالب شعارها و رفتارهاى آنان اعلام و تثبيت ميشود.
با اين محاسبه بروشنى ميتوان تشخيص داد كه اصول انقلابهاى كنونى منطقه، مصر و ديگر كشورها، در درجه‌ى اول اينها است:
احياء و تجديد عزت و كرامت ملى كه در طول زمان با ديكتاتورى حاكمان فاسد و با سلطه‌ى سياسى آمريكا و غرب، در هم شكسته و پايمال شده است.
برافراشتن پرچم اسلام كه عقيده‌ى عميق و دلبستگى ديرين مردم است و برخوردارى از امنيت روانى و عدالت و پيشرفت و شكوفائى‌اى كه جز در سايه‌ى شريعت اسلامى به دست نخواهد آمد.
ايستادگى در برابر نفوذ و سلطه‌ى آمريكا و اروپا كه در طول دو قرن بيشترين لطمه و خسارت و تحقير را بر مردم اين كشورها وارد آورده‌اند.
مبارزه با رژيم غاصب و دولت جعلى صهيونيست كه استعمار چون خنجرى در پهلوى كشورهاى منطقه فرو برده و وسيله‌اى براى ادامه‌ى سلطه‌ى اهريمنى خود ساخته و ملتى را از سرزمين تاريخى خود بيرون رانده است.
بى‌شك اين حقيقت كه انقلابهاى منطقه متكى به اين اصول و خواستار تحقق آنها است، مورد پسند آمريكا و غرب و صهيونيسم نيست و آنها همه‌ى تلاش خود را به كار ميبرند تا آن را انكار كنند، ولى واقعيت با انكار آن دگرگون نميشود.
مردمى بودن اين انقلابها مهمترين عنصر در تشكيل هويت آنها است. قدرتهاى خارجى كه با آخرين توانائيها و شگردهاى خود سعى ميكردند حكام مستبد و فاسد و وابسته را در اين كشورها حفظ كنند و تنها هنگامى از حمايت آنها دست برداشتند كه قيام و عزم مردم، هيچگونه اميدى براى آنها باقى نگذاشت، حق ندارند خود را در پيروزى اين انقلابها سهيم بدانند. در جائى مانند ليبى هم، ورود و دخالت آمريكا و ناتو نميتواند حقيقت را مشوب كند. در ليبى، ناتو ضايعه‌هاى بى‌جبران آفريده است. اگر دخالت نظامى ناتو و آمريكا نبود، ممكن بود مردم اندكى ديرتر پيروز شوند، ولى در عوض اين همه زيرساخت نابود نميشد؛ اين همه نفوس بى‌گناه از زنان و كودكان كشته نميشدند و آنگاه دشمنانى كه خود سالها همراه و همدست قذافى بوده‌اند، مدعى حق دخالت در اين كشور مظلوم و جنگ‌زده، نميشدند.
مردم و نخبگان مردمى و كسانى كه از مردم برآمده‌اند، خود صاحبان اين انقلابها و متعهد به حراست از آن و ترسيم‌كننده‌ى مسير آينده و رو به تكامل آن ميباشند و خواهند بود ان‌شاءاللَّه.
2- در موضوع آسيبها و خطرها. نخست بايد تأكيد كنم كه خطر هست، ولى راه مصونيت از آن نيز هست. توجه به خطر نبايد ملتها را بترساند. بگذاريد دشمنانتان از شما بترسند و بدانيد كه : «انّ كيد الشّيطان كان ضعيفا».(4) خداوند درباره‌ى گروهى از مجاهدان صدر اسلام ميفرمايد: «الّذين قال لهم النّاس انّ النّاس قد جمعوا لكم فاخشوهم فزادهم ايماناً و قالوا حسبنا اللَّه و نعم الوكيل. فانقلبوا بنعمة من اللَّه و فضل لّم يمسسهم سوء و اتّبعوا رضوان اللَّه و اللَّه ذو فضل عظيم».(5)
خطرها را بايد شناخت تا در مواجهه با آن حيرت و ترديد پيش نيايد و چاره و علاج، شناخته شده باشد.
ما با اين خطرها پس از پيروزى انقلاب اسلامى روبه‌رو شديم و آنها را شناختيم و تجربه كرديم و به خواست خدا و رهبرى امام خمينى و بصيرت و فداكارى مردممان، از بيشتر آنها بسلامت گذشتيم. البته توطئه‌ها از سوى دشمن و عزم راسخ از سوى ملت ما همچنان ادامه دارد.
من اين آسيبها را به دو قسم ميكنم: آنها كه در درون خود ما ريشه دارد و از ضعفهاى ما بر ميخيزد، و آنها كه دشمن به طور مستقيم آن را برنامه‌ريزى ميكند.
دسته‌ى اول، چيزهائى از اين قبيل است: احساس و گمان اينكه با سقوط حاكم وابسته و فاسد و ديكتاتور، كار تمام شد. راحتىِ خيالِ ناشى از احساس پيروزى و به دنبال آن كم شدن انگيزه‌ها و سست شدن عزمها، نخستين خطر است. و آنگاه اين خطر مهيبتر ميشود كه اشخاص در صدد تصاحب سهم ويژه در غنيمتِ به دست آمده باشند.
ماجراى جنگ اُحد و غنيمت‌جوئى مدافعان تنگه كه به شكست مسلمانان انجاميد و مجاهدان از سوى خداوند متعال سرزنش شدند، يك نمونه‌ى نمادين است كه هرگز نبايد از يادها برد. مرعوب شدن از هيمنه ظاهرى مستكبران و احساس ترس از آمريكا و ديگر قدرتهاى مداخله‌گر، آسيب ديگرى از اين دسته است كه بايد از آن پرهيز كرد. نخبگان شجاع و جوانها بايد اين ترس را از دلها بيرون كنند. اعتماد به دشمن و در دام لبخندها و وعده‌ها و حمايتهاى آنها افتادن نيز آسيب بزرگ ديگرى است كه به طور ويژه بايد پيشروان و نخبگان از آن بر حذر باشند. دشمن را با علاماتش در هر لباس بايد شناخت و از كيد او كه در مواردى در پسِ ظاهرِ دوستى و كمك پنهان ميشود، بايد ملت و انقلاب را مصون ساخت. روى ديگر اين صفحه، مغرور شدن و دشمن را غافل دانستن است؛ شجاعت را بايد با تدبير و حزم در هم آميخت. در مقابل شيطان جن و انس، بايد همه‌ى ذخائر الهى در وجود خود را به كار گرفت. ايجاد اختلاف و به جان هم انداختن انقلابيون و رخنه در پشت جبهه‌ى مبارزه، نيز آفتى بزرگ است كه با همه‌ى توان بايد از آن گريخت.
آسيبهاى دسته‌ى دوم را غالباً ملتهاى اين منطقه در حوادث گوناگون آزموده‌اند. نخستين آسيب، بر روى كار آوردن عناصرى است كه خود را متعهد به آمريكا و غرب ميدانند. غرب ميكوشد پس از سقوط ناگزير مهره‌هاى وابسته، اصل سيستم و اهرمهاى اصلى قدرت را حفظ كند و سر ديگرى را بر روى اين بدن بگذارد و بدين وسيله سلطه‌ى خود را همچنان ادامه دهد. اين به معناى هدر رفتن همه‌ى تلاشها و مجاهدتها است. در اين مرحله اگر با مقاومت و هشيارى مردم مواجه شوند، ميكوشند تا بديلهاى انحرافى گوناگون در پيش پاى نهضت و مردم بگذارند. اين سناريو ميتواند پيشنهاد مدلهاى حكومتى و قانون اساسى‌هائى باشد كه كشورهاى اسلامى را بار ديگر در دام وابستگى فرهنگى و سياسى و اقتصادى به غرب بيفكند، و ميتواند نفوذ ميان انقلابيون و تقويت مالى و رسانه‌اى يك جريانِ نامطمئن و به حاشيه راندن جريانهاى اصيل در انقلاب باشد. اين نيز به معنى بازگرداندن سلطه‌ى غرب و تثبيت مدلهاى نوسازى شده‌ى غربى و بيگانه از اصول انقلاب و در نهايت، تسلط آن‌ها بر اوضاع است.
اگر اين تاكتيك نيز به نتيجه نرسد، تجربه‌ها به ما ميگويد كه آنگاه روشهائى چون هرج و مرج و تروريزم و جنگ داخلى ميان پيروان اديان يا قوميتها يا قبائل و احزاب و يا حتى ميان ملتها و دولتهاى همسايه، و همراه با آن، حصر اقتصادى و تحريم و بلوكه كردن سرمايه‌هاى ملى و نيز هجوم همه جانبه‌ى تبليغاتى و رسانه‌اى را در پيش خواهند گرفت. مقصود آنان از اين همه، خسته و نوميد كردن مردم و مردد و پشيمان كردن مبارزان است، كه ميدانند در اين صورت، شكست دادن انقلاب، ممكن و آسان خواهد شد. ترور نخبگان صالح و مؤثر يا بدنام كردن برخى از آنان و از سوئى خريدن كسانى از سست‌عنصران، نيز در شمار روشهاى متداول قدرتهاى غربى و مدعيان تمدن و اخلاق است.
در ايران اسلامى، اسناد لانه‌ى جاسوسى كه به دست انقلاب افتاد، نشان داد كه همه‌ى اين توطئه‌ها، بدقت از سوى رژيم ايالات متحده‌ى آمريكا براى ملت ايران برنامه‌ريزى شده بود. براى آنان بازگرداندن ارتجاع و استبداد و حاكميت وابسته در كشورهاى انقلابى، اصلى است كه همه‌ى اين روشهاى كثيف را تجويز ميكند.
3- در آخرين بخشِ سخنانم، توصيه‌هائى را بر اساس تجربه‌ى عينى خودمان در ايران و آنچه از مطالعه‌ى دقيق ديگر كشورها به دست آمده است، در معرض ديد و تشخيص و انتخاب شما ميگذارم. شك نيست كه شرائط ملتها و كشورها در همه چيز يكسان نيست، ولى بيناتى وجود دارد كه ميتواند براى همه مفيد باشد.
اولين سخن آن است كه با توكل به خداوند و اعتماد و حسن ظن به وعده‌هاى مؤكد نصرت الهى در قرآن و به كارگيرى خرد و عزم و شجاعت، ميتوان بر همه‌ى اين موانع فائق آمد و پيروزمندانه از آنها عبور كرد. البته كارى كه شما بدان همت گماشته‌ايد، بسى بزرگ و سرنوشت‌ساز است. پس بايد زحمات بزرگ را هم به خاطر آن تحمل كرد. اميرالمؤمنين على (عليه السّلام) در خطبه‌اي فرموده است: فانّ اللَّه لم يقصم جبّارى دهر قطّ الّا بعد تمهيل و رخاء و لم يجبر عظم أحد من الامم الّا بعد أزل و بلاء و فى دون ما استقبلتم من عتب و ما استدبرتم من خطب معتبر.(6)
توصيه‌ى مهم آن است كه خود را همواره در ميدان بدانيد: «فاذا فرغت فانصب».(7) هميشه خداوند را حاضر و كمك‌كار خود بدانيد: «و الى ربّك فارغب».(8) و پيروزيها ما را دچار غرور و غفلت نكند: «اذا جاء نصراللَّه و الفتح و رأيت النّاس يدخلون فى دين اللَّه افواجاً فسبّح بحمد ربّك واستغفره انه كان توابا».(9) اينها پشتوانه‌هاى حقيقى‌يك ملت مؤمن است.
توصيه‌ى ديگر، بازخوانى دائمى اصول انقلاب است. شعارها و اصول بايد تنقيح و با مبانى و محكمات اسلام تطبيق داده شوند. استقلال، آزادى، عدالتخواهى، تسليم نشدن در برابر استبداد و استعمار، نفى تبعيضهاى قومى و نژادى و مذهبى، نفى صريح صهيونيزم؛ اينها اركان نهضتهاى امروز كشورهاى اسلامى است و همه برگرفته از اسلام و قرآن است.
اصولتان را روى كاغذ بنويسيد؛ اصالتهاى خود را با حساسيت بالا حفظ كنيد؛ نگذاريد اصول نظام آينده‌ى شما را دشمنان شما بنويسند؛ نگذاريد اصول اسلامى در پاى منافع زودگذر قربانى شود. انحراف در انقلابها، از انحراف در شعارها و هدفها آغاز ميشود. هرگز به آمريكا و ناتو و به رژيمهاى جنايتكارى چون انگليس و فرانسه و ايتاليا كه زمانى دراز سرزمين شما را ميان خود تقسيم و غارت كردند، اعتماد نكنيد؛ به آنها سوء ظن داشته باشيد و لبخند آنها را باور نكنيد؛ پشت اين لبخندها و وعده‌ها، توطئه و خيانت نهفته است. راه حل خود را خود با بهره‌گيرى از سرچشمه‌ى فياض اسلام به دست آوريد و نسخه‌هاى بيگانه را به خودشان پس دهيد.
توصيه‌ى مهم ديگر پرهيز از اختلافات مذهبى، قومى، نژادى، قبيله‌اى و مرزى است. تفاوتها را به رسميت بشناسيد و آن را مديريت كنيد. تفاهم ميان مذاهب اسلامى كليد نجات است. آنها كه آتش تفرقه‌ى مذهبى را با تكفير اين و آن دامن ميزنند، اگر خودشان هم ندانند، مزدور و عمله‌ى شيطانند.
نظام‌سازى كار بزرگ و اصلى شما است. اين كارى پيچيده و دشوار است. نگذاريد الگوهاى لائيك يا ليبراليسم غربى، يا ناسيوناليسم افراطى، يا گرايشهاى چپ ماركسيستى، خود را بر شما تحميل كند.
اردوگاه شرق چپ فرو ريخت و بلوك غرب فقط با خشونت و جنگ و خدعه بر سر پا مانده و عاقبت خيرى براى آن متصور نيست. گذشت زمان به زيان آنها و به سود جريان اسلام است. هدف نهائى را بايد امت واحده‌ى اسلامى و ايجاد تمدن اسلامى جديد بر پايه‌ى دين و عقلانيت و علم و اخلاق، قرار داد.
آزادى فلسطين از چنگال درنده‌ى صهيونيستها نيز هدفى بزرگ است. كشورهاى بالكان و قفقاز و آسياى غربى پس از هشتاد سال از چنگال شوروى سابق نجات يافتند؛ چرا فلسطين مظلوم نتواند پس از هفتاد سال از اسارت صهيونيستهاى ظالم نجات يابد؟
نسل امروزِ كشورهاى اسلامى اين ظرفيت را دارد كه به چنين كارهاى بزرگى بپردازد. نسل جوان امروز مايه‌ى افتخار نسلهاى پيشين خويش است. به قول شاعر عرب:
قالوا: ابوالصَّخر مِن شَيبان قُلتُ لَهُم/كلاّ لَعمَرى ولكن منهُ شيبانٌ‌
وَ كَم اَبٍ قد عَلاَ بِابنٍ ذُرى شَرَفٍ/كما عَلا برسول اللَّه عدنانٌ‌
به نسل جوان خود اعتماد كنيد، روح اعتماد به نفس را در آنان زنده كنيد، و از تجربه‌هاى مجربان و پيران، آنها را بهره‌مند سازيد. دو نكته‌ى مهم در اينجا وجود دارد:
اول آنكه ملتهاى انقلاب كرده و آزاد شده، يكى از مهمترين خواسته‌هايشان حضور و نقش قاطع مردم و آرائشان در مديريت كشور است، و چون مؤمن به اسلامند، پس مطلوب آنان «نظام مردمسالارى اسلامى» است؛ يعنى حاكمان با رأى مردم برگزيده ميشوند و ارزشها و اصول حاكم بر جامعه، اصول مبتنى بر معرفت و شريعت اسلامى است. اين خود ميتواند در كشورهاى گوناگون به اقتضاى شرائط، با شيوه‌ها و شكلهاى گوناگون تحقق يابد، ولى با حساسيت كامل بايد مراقب بود كه اين با دموكراسى ليبرال غربى اشتباه نشود. دموكراسى لائيك و در مواردى ضد مذهب غربى با مردمسالارى اسلامى كه متعهد به ارزشها و خطوط اصلى اسلامى در نظام كشور است، هيچ نسبتى ندارد.
نكته‌ى دوم آن است كه اسلامگرائى نبايد با تحجر و قشرى‌گرى و تعصبهاى جاهلانه و افراطى مشتبه گردد. مرز ميان اين دو نيز بايد پر رنگ باشد. افراطهاى مذهبى كه غالباً با خشونت كور همراه است، عامل عقب‌ماندگى و دور شدن از هدفهاى والاى انقلاب است، و اين به نوبه‌ى خود مايه‌ى جدا شدن مردم و در نتيجه شكست انقلاب خواهد بود. خلاصه كنم:
سخن از بيدارى اسلامى، سخن از يك مفهوم نامشخص و مبهم و قابل تأويل و تفسير نيست؛ سخن از يك واقعيت خارجىِ مشهود و محسوس است كه فضا را انباشته و قيامها و انقلابهاى بزرگى را پديد آورده و مهره‌هاى خطرناكى از جبهه‌ى دشمن را ساقط كرده و از صحنه بيرون رانده است. با اين حال، صحنه همچنان سيال و نيازمند شكل دادن و به سرانجام رساندن است. آياتى كه در طليعه‌ى سخن تلاوت شد، دستورالعمل كامل و كارسازى است؛ براى هميشه و بويژه در اين برهه‌ى حساس و سرنوشت‌ساز. خطاب به پيامبر اكرم (صلّى اللَّه عليه و آله و سلم) است، ولى در واقع ما همگى بدان مخاطب و مكلفيم. در اين آيات، تقوا با همان معنى بلند و گسترده‌اش، اولين توصيه است، و سپس سرپيچيدن از فرمانبرى كافران و منافقان، و پيروى از وحى الهى، و سرانجام توكل و اعتماد به خداوند.
بار ديگر اين آيات را مرور كنيم: بسم‌اللَّه‌الرّحمن‌الرّحيم. «يا أيها النّبىّ اتّق اللَّه و لا تطع الكافرين و المنافقين انّ اللَّه كان عليماً حكيماً. واتّبع ما يوحى اليك من ربّك انّ اللَّه كان بما تعملون خبيراً. و توكّل على اللَّه و كفى باللَّه وكيلاً».

concernant le présumé complot d'opération terroriste à Washington


- Le Procureur général des Etats-Unis a prétendu lors d'une conférence de presse tenue le 11 octobre 2011, qu'un complot d'assassinat de l'Ambassadeur saoudien à Washington avait été déjoué par les forces de sécurité américaines et qu'une personne appelée Mansour Arbabsiar avait été arrêtée à cet égard.
- La personne arrêtée réside aux Etats-Unis depuis environs 16 ans. cette personne n'a eu aucun lien avec les organes du gouvernement de la République Islamique d'Iran. L'accusation d'un citoyen résident aux Etats-Unis de manière unilatérale et sans aucune preuve probante et le déclenchement d'une vague médiatique contre la République Islamique d'Iran, ceci n'est compatible avec aucune logique et ne peut qu'être une mise en scène politique et médiatique.
- D'après des évidences juridiques, si le gouvernement américain a des allégations à avancer contre un autre Etat, il devrait au moins remettre les informations personnelles de(s) l'accusé(s) à l'Etat concerné afin de demander à celui-ci de les étudier et d'en donner son avis ou de lui solliciter sa collaboration en la matière. Le gouvernement américain n'en a rien fait jusqu'ici, et ceci malgré la demande explicite de la République Islamique d'Iran et contrairement aux conventions reconnues internationales.
- Conte tenu des évidences précitées alimentées par d'autres éléments probants, les experts et les personnalités politiques à l'échelle internationale, voire des Américains eux-mêmes, ont rejeté les allégations soutenues par les autorités américaines concernant l'existence même d'un tel complot sinon son attribution à un autre Etat pour ne pas dire que certains l'ont tourné en dérision.
- Les allégations des autorités américaines ont été purement inspirées d'un rapport d'un agent secret inconnu établi d'après des déclarations et des suppositions par des individus impliqués dans le trafic de drogues. Dans ce rapport, Aucun élément et preuve probants n'ont été mis de l'avant. Conformément aux règles juridiques reconnus, ces accusations non professionnelles ne tiendront jamais devant des tribunaux neutres.
- Durant les trois dernières décennies, plus de 16000 citoyens iraniens dont des scientifiques, hautes autorités du pays, diplomates iraniens en Afghanistan et en Irak, ont fait l'objet des opérations terroristes. La République Islamique d'Iran en tant qu'une des principales victimes du terrorisme qui s'oppose selon les préceptes de l'islam à l'effusion de sang des personnes innocentes, a été depuis toujours à l'avant-garde de la lutte internationale contre ce phénomène abjecte. Cela alors que les soutiens de suivi apportés par les États-Unis à un certain nombre de groupes terroristes contre la République Islamique d'Iran ont été et sont une chose flagrante.
- Durant Plus de trois décennies qui ont suivi l'avènement de la République Islamique d'Iran, Celle-ci a toujours montré qu'elle est un Etat responsable, plaçant parmi ses toutes premières priorités la contribution à la paix et la stabilité internationales et régionales conformément aux principes immuables de sa politique étrangères.
- Conformément aux principes immuables de la politique étrangère de la République Islamique d'Iran, la stratégie du pays envers le monde de l'islam, les pays arabes et en particulier les pays voisins dont l'Arabie Saoudite repose sur la paix, la fraternité et la coopération tous azimuts dans l'objectif d'asseoir la stabilité et la sécurité collectives et le bonheur des citoyens dans la région sensible du Moyen Orient et du Golfe Persique.
- Tout en rejetant ferment et vivement tout lien de la République Islamique d'Iran avec des allégations soutenues par les autorités américaines, il est à rappeler que l'attitude illogique des Etats-Unis dans la création de ce scénario grotesque et sa mise en scène politico-médiatique n'est justifiable que dans le cadre de la défaite globale de la politique étrangère des Etats-Unis à la lumière du réveil islamique, l'échec de toutes ses actions illégales à l'encontre de la République Islamique d'Iran ainsi que ses énormes difficultés intérieures. Il est évident que serait imputée au gouvernement américain la responsabilité de créer de tentions et de saboter la sécurité internationale via la conception de tels scénarios propagandistes et infondés.

The Statement of the Ministry of Foreign Affairs

of the Islamic Republic of Iran

 in Response to the Alleged Terror Plot in Washington


- At a news conference on October 11, 2011, U.S. Attorney General claimed a plot had been foiled involving men allegedly linked to the Islamic republic of Iran to kill the Saudi ambassador to the U.S. and that a person named Mansour Arbabsiar has been arrested in connection with the said plot.

- The arrested suspect allegedly involved in the plot has lived in the United States for the past 16 years and has had no link to Islamic Republic of Iran entities. Unilaterally announcing accusations against an American citizen residing in the U.S. without showing documentation and creating a media wave against Iran is in no way compatible with legal logic, and can only be a purely media and political show.
- Based on legal norms, if there is any claim against any other government, the U.S. government should submit the accused person's information to the other country and request cooperation. However and despite a clear request from I.R. Iran and contrary to international conventions, the U.S. government has not taken any action in this regard.
- Obvious contradictions mentioned above and the fact that American officials have offered no specific evidence linking the plot to I.R. Iran, have made professional experts and seasoned political figures in the world (including those in the U.S.) to question the possibility of such a plot per se - let alone attributing it to another government – and some have even found it laughable.
- The accusations were put together by an obscure, anonymous secret agent based on statements, guesses and suppositions by individuals involved in drug smuggling! No admissible proof has yet been offered and such baseless allegations would never stand up in a proper, neutral courtroom.
- In the last three decades more than 16000 Iranian citizens including Iranian scientists and senior officials have been assassinated and even a number of Iranian diplomats have fallen victim to terrorist attacks in Iraq and Afghanistan. The Islamic Republic of Iran as one of the main victims of terrorism and in line with the Islamic values it so staunchly adheres to, is opposed to the killing of innocent people and has always been a front-runner in fighting terrorism on the international scene. This is while the U.S. governments have never stopped to support some terrorist groups active against I.R. Iran.
- The last three decades have shown that I.R. Iran and its governments have never failed to live up to their responsibility of contributing to international and regional peace and stability as a top priority for their foreign policy.
- Islamic Republic of Iran’s strategy on Islamic world and Arab countries particularly the neighboring states and Saudi Arabia is based on peace, brotherhood, and all-out cooperation aimed at developing and deepening the dignity and security inside the sensitive regions of the Middle East and Persian Gulf.
- The Foreign Ministry of I.R. Iran vehemently and categorically denies the accusations made by U.S. officials and reminds everyone that such illogical allegations are parts of an immature scenario and political show and are nothing but a media smear campaign created by Washington in an attempt to divert international attention from the Islamic Awakening in the region, as well as the current protests hitting the country and to justify the continuation of the failed illegal actions taken by the U.S. against I.R. Iran. Needless to say, the U.S. government is responsible for escalating tension and undermining international security through its propaganda campaign against I.R. Iran.
